Secretary�s Report, Kathy Dacey (BGSC): Minutes from meeting of January 7, 2003 were accepted with following revisions: under Members Present, Rick Osterberg and Harold Whitney should be listed as guests. Under Nominating, the last sentence should read: �The position of Age-Group Vice Chairman is affected.�

Note made that the Catch the Spirit Camp is May 31, and June 1, 2003.

Discussion regarding budget items.

Motion made to pass budget for Fiscal Year 2004 by Ray Grant, 2nd by Kathy Dacey (BGSC). Motion passes. Copy to be sent to Rick Osterberg electronically.

Elections: Technical Vice Chair can again � this will be Dan Warner (NSSC).
Nominated for Treasurer � Carol Healey (BOSS).

Comments by Bruce Mohl (SSA): regarding meeting in Tampa, Fla. for LSC General Chairmen:

50 out of 59 attended the meeting in Tampa. Decision was made not to restructure convention attendance. New funding (dues increases) is restricted to marketing, facility development and athlete support. �Facility development� is to assist in the pre-development of facilities.

Bruce Mohl discussed a dual meet between top HS and college swimmers � a meet which he feels will spark interest. He will contact college coaches and see if they are interested.

Reimbursement � all requests submitted were presented except for Claire Hawley (CCSC), who did not attend seniors and requires a waiver. Motion made to accept requests by Ray Grant (SD), 2nd by Mariella Allard, motion passes.

Discussion regarding sending Rosemarie Meisner (MAG) to Coral Springs June 13-15 for a meeting regarding times tabulations � Mary Riddell will see if she can attend.

Calendar: Long Course calendar � use Brown for the Open Meet, rest of the schedule is OK, no changes, Rick Osterberg will post.

Comment made regarding the coach�s comments at the Coach�s Meeting at Seniors � they want to go to less championship meets. Looking to have a proposed format by April 1st, this would be presented at Technical Committee and then put up on the website for comments by coaches. This would be minus time standards, a conceptual structure only.

Kathy Dacey (BGSC) commented that NES still has MANY medals which have Bronze and Districts imprinted on them, and it would be a fiscally wise decision to use up those medals before renaming/restructuring any meets and eliminating the ability to use up those awards.

Dan Warner (NSSC) will schedule a Technical Committee Meeting between the 2nd and 4th week in April.

Camps, Amy Parratto (SSA): Catch the Spirit Camp is scheduled for May 31, at Seekonk and June 1. May 31 camp is Level 1-2 (Bronze to Districts level) with Laura Matuzack (GMA), Kathy White (SAC), and J.P. Gali (PVAC) coaching. They have spaces still available for 9-12 year olds. One June 1, the Level 3 camp, will be coached by Kevin Tyrell (YNS), Rick Battestini (NWSC) and Janelle Bryan.

During the same weekend there will be a Regional Distance Camp at Brown University, run by United States Swimming.

Zones, Ray Grant (SD): 12 & Under selection process done, 28 swimmers are attending. 22-23 swimmers attended the team practice at Harvard. Ray Grant (SD) will be going as the administrator, Laura Matuzack (GMA) and Maura Costin Scalise (YNS) will be coaches. Dave Bott (SAC) will hopefully be attending also. Communication is being done by email to keep costs down.

Ray Grant (SD) read a letter to the Board from the father of a girl who wants to attend Zones and does not have the 3 NE meets required to represent New England.
Motion made by Fred Catalano to waive the rule of the 3 meet requirement for Sara Li. Board considered request for waiver for Sara Li. After considerable discussion, the Board voted to maintain the requirement for 3 meets in this case.

Website Committee: registration going online this summer. Looking to make it easier for Mary Riddell to create the Top 10 times in NE Certificates, which are an enormous amount of work for her to generate. Having one data base for New England would make things a great deal easier. Harold Whitney will present this concept to NE at the Annual Meeting in May, and will get a time slot on the agenda.

Harold Whitney and Rick Osterberg want to bring to the Board�s attention the unbelievably superb job that Walt and Rosemarie Meisner (MAG) are doing maintaining the records. They are going above and beyond the call of duty in making sure that out of district meets are included in their tabulations.

Coaches Representative, Laura Matuzack (GMA): Coaches want the 200 Medley Relay included in meets.

There is an opening for the Junior Coaches Rep � looking for applications. Voting to take place at the June meeting.

Officials, Bill Geary (MAG): Official�s list-serve is now on the website. Bill Geary (MAG) feels that staffing at the end of the season meets is good. There have been 5 additional New England officials certified as referees.

Mary Riddell is going to modify the meet bid form to include a space to list a NE official as referee on the meet information in order for the meet to be approved. If there is a change in who is going to be the meet referee, Technical Committee should be notified.

Meet Evaluations, Mariella Allard: commented that there was one HUGE complaint about the Bronze Meet. Many felt that the warm-ups were too crowded. Ray Grant (SD) commented that the Bronze meets were much more heavily attended this year, and NES cannot always predict which teams will come to which meets. Sometimes they all come, sometimes the Bronze meet is undersubscribed.

Additional Comments:

Fred Catalano (BGSC) thanked Marjorie Blackwell (BOSS) for her hard work throughout the years as Treasurer and the Board wishes her well at her new home in Connecticut.

Kathy Dacey commented that she attended the funeral of Glenna Griswold (PVAC), past secretary of New England Swimming. Glenna had been a wonderful presence in New England Swimming for many years, and will be sadly missed.

There will be no April meeting.

June meeting will be the 2nd Tuesday, pending Mary Riddell�s ability to secure the meeting room.
