Secretary�s Report, Kathy Dacey (BGSC):Minutes from the 9-6-05 meeting were accepted with some small typographical changes.Minutes posted on the website reflect these changes.

Reimbursements, Mary Riddell (UN-NE):Motion made to accept requests for reimbursement as noted by Carol Healey, second by Priscilla Davis (UN-NE), motion passes.Discussion on current reimbursement policy moved to the end of the Agenda.

 

Request from North Shore Swim Club for additional reimbursement for the 12 & Unders and Open Championships meets held at MIT.NSSC had a loss of $5,830.63 for these two meets combined.Motion made by Chuck Batchelor (ABF), second by Ev Crosscup (BAT) to reimburse NSSC for its loss.Motion passes.

 

Clinic and Banquet, Mary Riddell (UN-NE):52 swimmers have signed up for the clinic, there is room for 100 swimmers (max).The Banquet is now full, there are 492 reservations.

 

Calendar Committee, Bob Gauvin (SCA):Qualifying date for 2005 New England Seniors is as of December 1, 2004.Discussion regarding bonus cuts for Senior Meet � whether BOSS can cut swimmers when bonus events are allowed.The Board does not want any senior swimmers cut.

 

13 & Over Championships � no bids as of this date.The Board will contract with MIT for the use of that facility for this meet.Mariella Allard (UN-NE) will be the Meet Director, Mary Gentry (NCAC) will run the Colorado timing system.

 

Super Sectionals at Harvard � the meet referee is Jamy Pfister (PA), Rick Osterberg (UN-NE) is running the timing system, and entries are being handled by Carol Healey (SAC).Time standards are posted on the Eastern Zone website.Tim Murphy (HARVARD) is looking for NE Swimming Board members to work at high level position, such as Clerk of Course, Awards, Head Timer and Registration Chairman.

 

New England Swimming time standards are all posted on the website as of this date except for the Regional meets.Time standards and team assignments for that meet will be posted shortly.

 

As a note to clubs in New England, please be advised that Wheaton College in Norton, MA has just announced that it is now requiring police and fire department attendance at events who rent their aquatic facility, at a price tag of $200.00 per hour.Consequently, a request has been made by BGSC to increase the swimmer participation fee at their meet which is scheduled to be held at Wheaton College in February, 2006, from $3.00 per swimmer to $5.00.Motion made to allow this change to the swimmer participation fee for this meet by Dave LeBlanc (YNS), second by Priscilla Davis (UN-NE), motion passes unanimously.

 

Long course Calendar � discussion about end of season meets with respect to Nationals, Junior Nationals, Janet Evans, etc.Senior Committee to discuss these meets and get back to the Board.Discussion regarding whether the Calendar committee can have a �virtual meeting� to approve the calendar to be posted � the decision is no.

 

Swimposium � Amy Parratto (SSA):Amy Parratto (SSA) will see if we can get funding for fall of 2007.

 

Athlete�s Representatives, Sophia Slote (SNAP):Sophia Slote (SNAP) attended many meetings at the Convention and is happy to answer questions from any athlete at any time.

 

Official�s Committee:This committee is pleased to report that there has been a large amount of participation in recent clinics.

 

Technical Committee:No report for this meeting.

 

Reimbursement:Chairman Ray Grant (SSA) feels that coach�s reimbursement should reflect how they distribute deck passes for coaches at the national meets, i.e., more athletes = more passes.1-3 athletes = 1 coach, 4 individual swimmers = 2 coaches, more than 9 swimmers = 3 coaches.Relay swimmers only do not count.Motion made to follow USA Swimming guidelines for deck passes for all allowable competitions, as listed above, by Chuck Batchelor (ABF), second by Carol Healey (SAC), motion passes.

 

Athlete Eligibility � New England Swimming will require FULL PARTICIPATION at three (3) short course meets and two (2) long course CALENDAR meets, or a total of five (5) meets to be eligible for reimbursement from NES.Motion made to accept this as a new reimbursement policy by Chuck Batchelor (ABF), second by Michelle Bernal (BGSC), motion passes.A six month residency requirement is still required.

 

Qualifying Meets:US Open, Grand Prix events, United States Swimming Junior Nationals, World Cup, and Disability Championships � all at $300 per swimmer with an individual event.Sectionals � distribution of a bulk sum, a percentage of the �pot� per swimmer with an individual event.Senior Nationals and Olympic Trials - $500 per swimmer with an individual event.Motion made to keep these events on the list by Chuck Batchelor (ABF), second by Priscilla Davis (UN-NE), motion passes, with 3 against.

 

Michelle Bernal (BSC) made a motion to add NCSC Junior Nationals in the spring and Grand Prix meets instead of Sectionals in the summer, second by Matt Craven (SAC).Vote taken, 6 for, 6 against, motion fails.

 

Motion made by Michelle Bernal (BGSC) to add Junior Nationals hosted by the National Swimming Coach�s Association in the spring, second by Dan Warner (NSSC), motion passes with 8 votes.

 

Official�s Reimbursement Policy, presented by Dave LeBlanc (YNS):Motion made to reimburse New England Officials at the same rate as coaches in New England for qualifying meets on the schedule, if the official is active in New England swimming officiating, (5 full meets per year) and submits a copy of his/her signed card as proof of having worked every session of the national meet.Motion made by Dan Warner (NSSC), second by Matt Craven (SAC), motion passes with 2 abstaining.

Motion made to accept these new suggested rates for reimbursement, 8 for, 2 abstain, motion passes.

 

Reimbursement rate for coaches suggested at $500 for Senior Nationals/Olympic Trials/Disability Championships at $500, Junior Nationals/US Open at $300, World Cup at $200, NSCA Junior Nationals at $200, and Sectionals at $150 � all at the deck pass policy discussed earlier.Motion made by Chuck Batchelor (ABF), second by Michelle Bernal (BGSC) to accept this new suggested reimbursement level, 6 for, 2 against, 4 abstain, motion passes.

 

The Waiver Policy remains in effect as written, motion made to maintain the Waiver Policy by Michelle Bernal (BGSC), second by Chuck Batchelor (ABF), motion passes.

 

The next meeting of the Board of New England Swimming will be November 29th or December 6th depending on facility availability.
