Secretary�s Report, Kathy Dacey (BGSC):April Minutes were approved with a small typographical change.

United States Swimming will be having a meeting on October 26, 2006 for all office personnel; here in New England the person to attend is Mary Riddell (NE).Motion made by Priscilla Davis (UN-NE), second by Dan Warner (NSSC) to send Mary Riddell (NE) to Colorado Springs for this meeting.Motion passes.

 

A proposal was presented by the Franciscan Hospital for Children for a Swim Fest, to serve as a fund raiser for the Franciscan Hospital for Children.This proposal was unanimously rejected.

 

Calendar Committee, Bob Gauvin (SCA):For the 06-07 short course season 49 bids were received, all were approved.Quite a few bids for Regional meets were received, and were awarded as follows:Salem State (NSSC), Seekonk High School (SEEK), Sterling Center YMCA (YNS), Springfield College (Mei�s Typhoon), Keefe Tech (SAC).12 & Unders will be at the University of Rhode Island, run by the RAMS.13 & Overs will be at MIT, with New England Swimming running the meet.As of this date there were no bids for the New England Senior meet, to be held the 1st weekend in February, 2007.The Senior meet will also be open to a bid on the 2nd weekend of February to give some flexibility to those teams who are bidding.This will go back to the Senior Committee for further discussion.Motion made to accept the Calendar as presented by Mariella Allard (UN-NE), second by Priscilla Davis (UN-NE), motion passes.

 

There are three teams currently owing NES money from events which they ran.Those teams posting bids must wait to hear if they are awarded the meets until those fees are paid to the NE Swimming office.

 

Sectionals will begin the 9th of March.Tim Murphy (HARV) will ask Harvard if he can use Harvard for the New England Senior Meet.Josh Stern (BOSS) believes he can get the Brown facility for the 13 & Over meet.It is the recommendation of the Calendar Committee to leave the calendar as it is and allow more teams to bid on the dates which are not filled.Eleven members of the Board believe that this is how the empty dates should be handled, with 2 abstentions.

 

New England Swimming Banquet:The New England Swimming Banquet will be October 22; Ed Moses will be the guest speaker.There will be a swim clinic on October 21.Motion made by Dan Warner (NSSC) to increase the charge for the banquet to $20.00, second by Kathy Dacey (BGSC), with one abstention and 2 opposed (Bob Gauvin (SCA) & Priscilla David (UN-NE).Motion passes.

 

Eastern Zone Report, Laura Matuzack (GMA):The meet will be held in Buffalo, New York.

 

United States Swimming Annual Convention:To be held in Dearborn, Michigan in September.The committee reviewed the proposed legislation.Of particular note is the requirement that each LSC change its By-Laws to reflect the National policy that the athletes hold a 20% voting block.This percentage is reflective of the total percentage, regardless of how many athletes are in attendance.In other words, if there are 2 athletes, and they each vote the same way, 20% of the final votes tallied will be counted towards that one issue or candidate.

 

Reimbursement:The current policy was explained by Ray Grant (SSA), and it was explained that if at this current rate of reimbursement, all athletes who were eligible applied for and received reimbursement New England Swimming would be paying out approximately $48,000 in reimbursement requests.There is currently $36,000 budgeted, and the annual budget is presently $42,000 in deficit.Ray Grant (SSA) recommends eliminating all Sectional reimbursement and eliminating the NSCA Junior National meet from the calendar as a reimbursable competition.New England must also begin to explore and implement new and different ways to raise money to fund the Senior Reimbursement fund.Ideas include a $1.00 per athlete charge to be included at all end-of-season meets (Regionals up) to be applied directly to the travel fund.Increase splash fees from $3.50 to $3.75 and eliminate coach and officials reimbursements.Additional ideas include using the NE Senior meet as a reward, reducing the number of meets required to be attended to be eligible for reimbursement.

 

Kathy Oates-Dacey (BGSC) commented that New England should not be in the business of reimbursing grown adults for their participation as officials; at the level required for reimbursement these adults pursue activities officiating as a hobby.Kathy Oates-Dacey (BGSC) feels that New England Swimming should not be in the business of subsidizing the leisure activities of grown adults.

 

Tm Murphy (HARV) suggested that New England Swimming approach the budget on a 4 year cycle basis.��

 

Athlete Representatives Sophia Slote (SNAP) and Ben Daus-Haberle (BAT):Chairman Ray Grant (SSA) welcomed new Junior Athlete Representative Ben Daus-Haberle (BAT).Sophia Slote (SNAP) presented a proposal from outgoing Senior Athlete Representative Ray Grant (SSA) which was discussed by the Board.The Proposal has been sent back for some minor modifications prior to being official proposed to the Board.

 

Officials:No report available this evening.

 

Technical Committee:The date of the next Technical Committee meeting will be either Saturday, August 26th, or Saturday, September 9th.

 

Other Business:Tim Murphy (HARV) announced that there will be a Dara Torres Clinic from 4-5:30 p.m. at the Age Group meet on Thursday.Go on the US Swimming website to sign up.There needs to be 100 people at the clinic for it be deemed successful.

 

A request is made for New England Swimming to purchase the Version 1.2 of Meet Manager upgrade for $69.00, and the Version 2.0 of Hy-Tek for use by New England Swimming at New England Swimming run meets.Motion made to fund these purchases by Mariella Allard (UN-NE), second by Pam Warner (UN-NE), motion passes.

 

Laura Matuszack (GMA) noted that all Zone coaches will be required to undergo a CORI background check.

 

Chairman Ray Grant (SSA) announced 4 At-Large appointments to the Board of New England Swimming:Pam Warner (UN-NE), Mariella Allard (UN-NE), Josh Stern (BOSS) and Tim Murphy (HARV).One additional appointment will be announced at a later date.Motion made to accept these appointments by Laura Matuszack (GMA), second by Dan Warner (NSSC), motion passes.Ray Grant (SSA) thanked Ev Crosscup (BAT) and Chuck Batchelor (BLUEFISH) for their years of service to the Board.
