NEW ENGLAND SWIMMING Board Meeting Minutes, September 19, 2006

 

The Board of New England Swimming met at the Wellesley Community Center, Wellesley, MA on September 19. 2006.The meeting was called to order at 7:15 pm by chairman, Ray Grant.��

 

Board Members attending were:Mariella Allard, Dan Warner, Carol Healey, Bob Gauvin, Priscilla Davis, Raymond Grant, Sophia Slote, Sherry Wingfield, Tim Murphy, Josh Stern, Ben Daus Haberle and Matt Craven.Guests were:Mary Riddell, Matt Emmert, Rick Osterberg, Chuck Batchelor.

 

SENIOR MEET:Tim Murphy has secured Harvard for the Senior meet on February 1-4, 2007.It is still uncertain who will actually run the meet.Both Tim Murphy and Rick Osterberg will be out of town that weekend.We also need to find volunteers who would be willing to train with Rick and learn how to run the timing system before that date.

 

MINUTES:One correction to the July minutes was noted.Tim Murphy will ask Harvard if he can have the Senior meet at Harvard.�� Dan Warner made a motion which was seconded by Carol Healey to accept the minutes as corrected.The Board voted to accept the minutes as corrected.

 

TREASURER�S REPORT:Carol Healey reported that we have $70,864.59 in the checking account and $116,865.77 in the savings account.A motion was made by Dan Warner and seconded by Ben Daus Haberle to accept the report.The Board voted to accept the Treasurer�s report.

 

REIMBURSEMENT:Mary Riddell presented the list of reimbursement requests.Swimmers Noelle Bassi, Lindsay Hart, P J Sullivan, and coach Stephanie Morawski did not meet all the requirements for reimbursement.Some of the swimmers will exceed the $1500 maximum for reimbursement in one year, however.Mary Riddell will sort that out before she forwards the requests to the treasurer.

 

Ben Daus Haberle made a motion, seconded by Priscilla Davis to reimburse the sectional swimmers who have not exceeded $1500 and have met the New England requirements.The motion to reimburse the swimmers and coaches who requested reimbursement for sectionals and had met all the requirements passed.The New England policy does not allow for waivers for the sectional meet.

 

Dan Warner made a motion, seconded by Bob Gauvin to reimburse the national swimmers who have not exceeded $1500 and have met the New England requirements.

The motion to reimburse the swimmers and coaches who requested reimbursement for nationals and had met all the requirements passed.

 

Dan Warner moved to accept the waiver request by P J Sullivan for nationals.The motion was seconded by Priscilla Davis.The motion to reimburse P J Sullivan for nationals passed.

 

Tim Murphy moved to accept the waiver requests by Noelle Bassi and Lindsay Hart. The motion was seconded by Ben Daus Haberle.The motion to reimburse Noelle Bassi and Lindsay Hart for nationals failed.

 

Neither Steph Morawski nor Marc Solomon had swimmers who qualified for reimbursement at the national meet.Ben Daus Haberle made a motion seconded by Carol Healey to accept the waiver request from Steph Morawski.The motion to reimburse Steph Morawski for nationals passed.

 

Tim Murphy made a motion seconded by Josh Stern to accept the waiver request from Marc Solomon.The motion to reimburse Marc Solomon for nationals passed.

 

All the swimmers and coaches requesting reimbursement for the Junior National meet met the requirements, although some swimmers will exceed the $1500 limit.A motion was made by Dan Warner and seconded by Josh Stern to reimburse the athletes and coaches who submitted requests up to the $1500 limit.The motion to reimburse the swimmers and coaches who requested reimbursement for Junior Nationals passed.

 

ATHLETE REIMBURSEMENT POLICY:Ray Grant presented a draft of a reimbursement policy for national meets for 2006�2007.

 

The meets that are eligible for reimbursement would include: ����

$750�Conoco Phillips National Championships, Olympic Trials, USA Swimming Club Championships; USA Swimming Disability Championships.

$500�USA Swimming Junior Nationals

$400�USA Swimming Open Championships

 

Additions and changes to the 2005�2006 policy would include:

Swimmers will not be reimbursed for both National Championships and USA Junior Nationals in the same season.

There would be no reimbursement for coaches and officials.

There would be no limit on the amount to be reimbursed to one swimmer in one year.

Swimmers would not be required to attend New England Seniors, but attendance at that meet would count as two of the three meets that New England requires.

 

Tim Murphy suggested that we reimburse Olympic Trials at a higher rate since it is a longer meet.Another suggestion was made to reimburse that meet by the day.The Board agreed to stay with the new policy for one year and address this issue next year before Olympic Trials.

 

Tim Murphy made a motion which was seconded by Sherry Wingfield to accept the reimbursement policy as presented by Ray Grant.

 

An amendment was made to include in the policy the wording that stated that coach and official reimbursement has been eliminated.The amendment was accepted.

 

The reimbursement policy for 2006-2007 as presented by Ray Grant and amended by the board passed.

 

When the policy is printed, the board would like to clarify that there is no reimbursement for sectionals and NCSA Junior Nationals.In response to a question by Mary Riddell, the board agreed that the sectional meet held at Harvard would be included as a New England calendar meet.

 

MEET FEES:Ray Grant submitted a proposal to increase meet fees for timed final events from the current $3.50 to $4.00 per individual event.The extra $.50 would be split between the host team and New England Swimming, increasing the surcharge from $.50 per splash to $.75 per splash.Fees for relays at timed final meets would increase to $16 per relay.The New England Swimming travel fee for end of season meets would increase to $2 per swimmer.The new fees would go into effect on January 1, 2007.There would be no change in the fees for trials and finals events or distance events.A motion to accept the new fee structure was made by Bob Gauvin and seconded by Matt Craven.The motion to accept the new fee structure passed.

 

ZONE TEAM:Laura Matuszak was not at the meeting but had emailed a report to the board members.

 

BANQUET and CLINIC:Mary Riddell reported that there still is room in the Ed Moses clinic to be held on October 21, 2006.Reservations are not yet being accepted for the banquet on the following day.

 

CLUB LEADERSHIP AND BUSINESS MANAGEMENT SCHOOL:Mary Riddell reported that Ira Klein will be in New England on November 4, 2006 to present a Club Leadership and Business Management course which is required of all new clubs before they reregister for the second year.There are seven new clubs, some of which are ready to reregister and others of which are new this year, which should be considering the course.Established clubs are encouraged to participate, also.New England�s only expense would be to pay for the room for the course.Priscilla Davis made a motion to charge participating clubs $25 per club.The motion was seconded by Josh Stern.The motion to charge teams participating in the school $25 per club was accepted by the Board.

 

DISABILITY SWIMMERS:Priscilla Davis reported that USA Swimming has money available to encourage teams to include disabled swimmers in their meets.There is money available to give teams that include disabled swimmers in their meets $40 per swimmer if their inclusion is documented by the referee.

 

CONVENTION REPORTS:

Mary Riddell reported that the background checks for coaches are beginning in five LSCs.The program will be phased in several LSC�s every month.Once our month is established, coaches will have four weeks to request a background check on line from a company that is doing them for all USA Swimming coaches.The cost will be $20 and the checks will have to be done every two years.

 

Mary Riddell also reported that the on line meet entry system currently used for national meets can be used in LSC�s for LSC meets also.The on line system checks the registration of the coaches and swimmers and also will verify entry times with SWIMS.USA Swimming collects all the entry fees via credit card and then forwards one check to the host team.There is a charge per meet to use the system and also a charge to cover the cost of paying with a credit card.

 

Under consideration at the national level is a policy that would allow masters swimmers to participate in USA Swimming meets without paying for a separate USA Swimming membership.

 

Tim Murphy reported that next year there will be a short course nationals meet in place of the current US Open.

 

Sophia Slote reported that the athletes discussed more diversity in swimming.

 

Matt Craven discussed a new CD about parenting issues which is very well done. Teams should contact Sue Anderson at USA Swimming if they are interested in it.

 

Ben Daus Haberle reported that the athletes also discussed athlete rights.

 

Bob Gauvin attended the General Chairs meeting.He brought back a book which includes data compiled specifically for New England Swimming.Bob also attended the meeting concerning pool construction issues.He said that teams that use the services of USA Swimming for pool construction can get $60,000 to $80,000 worth of free advice from USA Swimming.Any team that is having facility issues can contact the facility group at USA Swimming.

 

Bob also reported that the financial group that handles USA Swimming�s finances can help individual LSC�s manage their money at a reduced rate,

 

Tim Murphy suggested that New England form a committee to look into diversifying New England Swimming.

 

The YMCA�s are now using USA Swimming rules so that their dual meets are eligible to be sanctioned.

 

The new Zone Chairman is Ed Delert.Boots Hall is the new Secretary/Treasurer replacing Isabelle Fraser who stepped down after many years in that position.

 

ATHLETE REPORT:Sophia Slote reported that she and Ben Daus Haberle are working on the proposal that Ray L Grant had for giving a senior swimmer a scholarship.

 

COACHES REPORT:Sherry Wingfield reported that some coaches are dissatisfied with the current system of only filling out the first relay for a team.They would like more swimmers to have an opportunity to participate.Coaches do not want 12 and unders to swim relays at night.Laura Matuszak was the New England Age Group Coach of the Year.Runners up were Chuck Batchelor, Kyle Schack, and Mike Spring.

 

OFFICIALS REPORT:There was no officials report.

 

TECHNICAL COMMITTEE:Dan Warner set October 8, 2006 for a Technical Committee meeting.

 

OTHER:Mary Riddell reported that there was discussion at convention about realigning the LSC�s.

 

It was suggested that New England look at the MIT charges for meets.

 

Matt Craven suggested conference calls for Board Meetings.Ray Grant will look into it.

 

NEXT MEETING:There will be no meeting in October and November 7 was suggested for the next meeting.The plan is for no meeting in December.

 

Josh Stern made a motion to adjourn the meeting.�� The motion was seconded by Bob Gauvin and the meeting was adjourned at 9:30 pm.
