Carlton Cronin announced his resignation as the Chairman of Open Water Swimming/Distance Swimming.Carlton Cronin distributed a proposal with suggested changes to the current Open Water events sponsored by New England Swimming.These suggestions include changing the site, changing the date, linking the event to the 12 & Under Championships, and suggestions for changing the scoring by including it in the 12 & Under format as an avenue to encourage participation.It is also suggested that the event be run in two divisions and awards made to Female winners, Male winners and team standing with three swimmers per team.Awards could be distributed at the 12 & Under championships as a way to provide enhanced recognition and exposure to the swimmers and to further increase interest and participation.Ray Grant (SSA) thanked Carlton Cronin for his 10 years of dedicated work on behalf of New England Swimming and the Open Water/Distance Swimming program.

Secretary�s Report, Kathy Dacey (BGSC):Minutes of the November 14, 2007 meeting accepted.Motion made to accept minutes with small typographical changes made by Bob Gauvin (SCA), second by Laura Matuszak (GMA), motion passes.

 

Treasurer�s Report, Carol Healey (SAC):Accounts are as follows as of 1/7/08:

Reimbursement, Mary Riddell (NES-Office):Reimbursement was requested for Eva Fabian (GMSC) and Katelyn Martin (MAG) for the Open Water World Championship Trials held 10/21/07, motion for approval made by Kathy Dacey (BGSC), second by Joe Frazier (BGSC), motion passes.Motion made for reimbursement for Short Course nationals (11/29-12/2/07) for Taylor Grey (GMA), Clare Foster (SAC) and Alex Suppan (GMA) by Kathy Dacey (BGSC), second by Priscilla Davis (UN-NE), motion passes.

 

Calendar Committee, Bob Gauvin (SCA):The 12 & Under meet is confirmed for February 21-24th, 2008 at Attleboro High School.13-19 Meet will be held at Harvard February 7-10th.Long Course bids are due on February 1, 2008.End of season & championship dates are as follows:July 10-13 � Age Group Qualifier; 12 & Unders � July 17-20; and the New England Open is July 25-28 (with one verbal bid received).

 

Zone Team Committee, Sherry Wingfield (NAS):Sherry Wingfield (NAS) has contacted several hotels in the area for the summer Zone meet in the Rockville, Maryland area including the Holiday Inn, Gaithersburg, which the zone team has stayed in on previous visits to that area.

 

Nominating Committee:The following positions will be open for election at the Annual Meeting scheduled for May, 2008:Chairman, Vice Chairman, Secretary, Senior Chair, Junior Coach Representative, Nominating Chairman, Finance Vice Chairman, Senior Coach Representative and positions on the Board of Review.

 

Note: There will be no February meeting of the Board of New England Swimming.

 

Technical Committee, Laura Matuzak (GMA):A written compilation of the issues before the Technical Committee is presented to the Board of New England Swimming for their review and vote.This is attached hereto and made a part hereof with the following changes and comments:

 

Time Trials:Motion made to accept this proposal as presented by Matt Craven (SAC), second by Mariella Allard (UN-NE), motion passes.

 

Posting Meets:Motion made to accept this proposal as presented by Matt Craven (SAC), second by Ben Daus-Haberle (ABF), motion passes.

 

Hard Copies of Meet Invitations and Entries:Motion made to accept this proposal as presented by Matt Craven (SAC), second by Pam Warner (UN-NE), with the following change in wording:�The committee recommends that all teams hosting meet is be required to have at least one hard copy of the meet invitation available on deck at all meets. ��A hard copy of the meet entry should be available on deck at all championship meets.�Motion passes.

 

Unattached Swimmers:Motion made to accept this proposal as presented by Mariella Allard (UN-NE), second by Carol Healey (SAC), motion passes.

 

Dual Meets:Motion made to accept this proposal as presented by Mariella Allard (UN-NE), second by Pam Warner (UN-NE), motion fails.

 

Top Ten:Motion made to accept this proposal as presented by Matt Craven (SAC), second by Josh Stern (BOSS).Motion passes.

 

Calendar Protection:Motion made to accept this proposal as written (with the following amendment) by Pam Warner (UN-NE), second by Kathy Dacey (BGSC), motion passes with a vote of 11 for, 1 against, 2 abstain.Amendment (proposed by Josh Stern, BOSS):Swimmers can swim at the Open Meet in a qualified event, and then swim at a lesser meet in non-qualified Open events.

 

Approved Meets:Motion made to accept this proposal as presented by Mariella Allard (UN-NE), second by Josh Stern (BOSS), motion fails with a vote of 3 for, 7 against, and 3 abstain.

 

Placement of Championship Meets:No vote required on this recommendation; they are considered suggestions and advice to committee chairs.

 

Championship Meets � Relays:Motion made to accept this proposal as presented by Carol Healey (SAC), second by Joe Frazier (BGSC), motion fails with a vote of 6 for, 7 against.

 

NOTE:if the committee follows through on accepting a proposal to include additional events (200 free relay & 200 medley relay) for the 13 and Over swimmers, additional awards must be ordered.

 

Qualifying Period for Regional Meets:Motion made to accept this proposal as presented by Carol Healey (SAC), second by Kathy Dacey (BGSC), motion passes.

 

Warm up and warm down areas:Motion made to accept this proposal as presented by Ben Daus-Haberle (ABF), second by Pam Warner (UN-NE) with the following minor amendment:The committee recommends that if there are no warm up and warm down areas in a �championship� facility, then the meet must offer at least two 10 minute breaks for warm up and warm down during the meet.

 

Format for the 400 IM and the 400/400 free:Motion made to accept this proposal as presented by Pam Warner (UN-NE) second by Ben Daus-Haberle (ABF), motion passes.Notes on discussion:There will be an A & B flight, with the B flight after the relays.

 

�No Show� Workers:Motion made to accept this proposal as presented by Matt Craven (SAC), second by Pam Warner (UN-NE) does not pass.Amendments to have the proposal read as follows are made by Sherry Wingfield (NAS), second by Pam Warner (UN-NE), which passes.�The committee recommends that if a team does not provide the timers it has been assigned at a championship meet, the team will be fined $100 per incident and will not be allowed to enter swimmers in another New England meet until the fine(s) is/are paid.This can be appealed to the Board of New England Swimming, and is enforced only if the meet has properly assigned timers based on a pro rata assignment of timers based on the number of swimmers entered in the meet.�

Chairman Ray Grant (SSA) asked the Technical Committee to address rejected issues and additional issues including the current 75% rule and the issue of fairness; re-evaluate and comment on the lottery process and what are the penalties if rules are not followed, and bring the comments and suggestions from the Technical Committee to the March, 2008 meeting.

 

Registration, Mary Riddell (NES-Office): There are currently 5,681 registered athletes, 85 clubs (which is down from last year) with 2 pending, 262 registered coaches, with 225 officials and 716 non-athletes.

 

Athlete�s Report, Ben Daus-Haberle (ABF) and Clare Foster (SAC):No report.

Officials Committee:No report.

 

Other Business:

 

Mary Riddell (NES-Office) commented that she would like NES to get out of the printing business for DQ slips.New England currently prepares a 3 part slip, when there is a 2 part slip available directly from USA Swimming at a cheaper price.

 

Chairman Ray Grant commented that the Junior Coach Representative position is currently vacant due to the elected coach�s move out of state, and out of New England.This position will remain vacant until the Annual Meeting in May, 2008.

 

Priscilla Davis (UN-NE) congratulated Ben Daus-Haberle, NE Swimming Senior Athlete Representative for his early acceptance to Yale University.

 

Josh Stern (BOSS) discussed his suggestion that the NE Senior Meet be allowed to charge an extra fee for participation to increase the revenue made at this event, which is a consistent money loser.Additionally, Josh Stern (BOSS) suggests that the NE Swimming website be used to promote and publicize our athletes by announcing exciting accomplishments by our athletes.Team affiliation can be eliminated, so that the athlete is mentioned only as a member of New England swimming, eliminating the potential that it is used for individual club promotion.This can also include college swimmer�s accomplishments.


 

The next meeting of the Board of New England Swimming will be held on at the end of March, 2008.Check the website and look for emails for confirmation of the date.
