The Gahanna Swimming Pool is a heated, stainless steel 50 meter outdoor pool with 8 competition lanes and 1
lane available for consistent warm-up and warm-down all with 4 inch Kiefer lane lines. The competition course
has not been certified in accordance with USA Swimming rule 104.2.2C(4). Water depth at the starting block
end of the pool is 6.0ft deep for at least 18M off the wall. Water depth at the shallow end of the pool is 3.5ft
deep at its shallowest and quickly deepens to 4.5ft approximately 15M off the wall. Electronic timing is by
Colorado Systems.
During the meet we leave the lane nearest the diving bay open for swimmers in the meet for warm-up and
warm-down purposes. There is NO diving or jumping into the pool in this lane. Athletes must enter the pool in
a very controlled manner (basically sliding into the pool) to ensure that a competitor in the next lane is not
disturbed. There is an attached 15yd diving bay in the competition pool and a separate unmarked area in the
front pool available for warm-up and warm-down, as well.

The Creekside Blues & Jazz Blast is open to all swimmers but is truly designed to service the swimmers of
central Ohio first and foremost as this provides these swimmers with the only local long course meet which
does not have qualifying time standards. As such, central Ohio teams who have supported past GCSTO
sponsored meets are given first priority to enter this meet. Teams from outside central Ohio who have
supported this meet in the past are given equal priority for entry into this meet although any team is welcomed
to enter in the event that any of the preceding teams do not enter and leave room available for others.
ENTRY DEADLINE · Entries open at noon, EST on Monday, May 13, 2019 and close at noon, EST on Wednesday, May 29, 2019.
· No swimmer will be permitted to compete unless the swimmer is a member as provided in Article 302. All
contestants must be registered athletes of USA Swimming, Inc. (NOTE: USAS registrations will not be
accepted at this meet). Team entries must contain the USA Swimming registration number of all
participants being entered.
· All coaches, officials, and participating teams must be registered members of USA Swimming (USAS). No
coach shall be permitted on the pool deck unless that coach is a valid “coach member” of USA Swimming
with all his/her certifications current.
· Age on the first day of competition will determine a swimmer’s age group eligibility for the meet.
· By the act of entering this meet, each team, coach, swimmer and/or associated spectator agrees to abide
by USA Swimming Rules and Regulations and the Ohio Swimming Policy Book (posted on the OSI website).
· Any swimmer entered in the meet, unaccompanied by a USA Swimming member coach, must be certified
by a USA Swimming member coach as being proficient in performing a racing start or must start each race
from within the water without the use of the backstroke ledge. It is the responsibility of the swimmer or
the swimmer's legal guardian to ensure compliance with this requirement.
· All swimmers must enter under an Ohio team affiliation or as unattached. Those switching teams in the
last 120 days prior to the Circuit meet must swim in unattached status unless otherwise cleared by the OSI
Registration/Membership Coordinator.
· Entry times will be accepted as Long Course Meters, only. In order to help with having the most accurate
timeline possible in this meet, please DO NOT TO ENTER ANY "NT’s" (NO TIMES) FOR ANY
SWIMMERS. Instead, use a conversion of a short course yard time or BEST "guess"timate of your swimmers
times without exception please. After the meet deadline, the only times that can be updated, are from a
meet contested after the entry deadline. Times updates will be accepted by the entry chair until Wednesday
May 29, 2019 at noon, EST. Only individual times achieved since January 1, 2018 and are in the USA
Swimming database will be accepted.
· 8 & under athletes are permitted to swim a maximum of seven (7) individual events, 9-10’s a maximum of
eight (8) individual events and all 11 & over swimmers a maximum of nine (9) individual events in the
course of this meet and no swimmer may swim no more than four (4) individual events per day. Swimmers
may enter more than the maximum number of individual events in which they are permitted to compete
and then scratch upon arrival at the meet. Again, however, there will be no refund of entry fees.
· Full payment for all fees due must be sent (postmarked) to the Entry Chair via US Mail or other courier
service within 24 hours following the entry deadline. Please make checks payable to GCSTO.
· Fax/Phone Entries – The meet does not accept faxed or phoned entries.
· Please let the host club know if you are entering any Outreach athletes.

· Individual Events - $5.00 per entry
· Deck Entries - $10.00 per entry (only accepted as long as another heat does not have to be added to the
· Surcharge - $2.00 per swimmer (Travel Fund/Site Selection Fund)
· Outreach Athletes - $5.00 total per swimmer for the entire meet
Swimmers with a disability are welcomed to enter OSI Meets. Entry procedures are the same as for all other
swimmers. Please provide advance notice of any necessary accommodations needed by the swimmer. List with
your entry the swimmer’s name, entry times, strokes/ distances, days/sessions, and how the swimmer prefers
to be seeded. Disability swimmers will be seeded with the same age group in either the same distance race or a
longer distance race (i.e. 50 free during the 100 free event). Qualifying time standards at regular season meets
are waived for swimmers with a disability. At Ohio Swimming Championship Meets swimmers with a disability
may enter if they qualify in at least one event for the US Paralympic National Championships. At the Central
Zone Meet four swimmers with a disability are welcome on the Ohio Zone Team without meeting the qualifying

USA Swimming Rules and Regulations will govern the conduct of this meet and will serve as the official guide
for technical and procedural rules except as modified specifically herein.
All meet directors, coaches and officials serving in an official capacity at a sanctioned event must be current
members of USA Swimming and should be prepared to show proof of current USA Swimming membership. All
persons acting in any coaching capacity in a sanctioned event must be currently certified coach members of
USA Swimming.
· All athletes 13 years of age and older will swim in the morning sessions each day. All athletes 12 years of
age and under will swim in the afternoon sessions each day. All events will be swum by time regardless of
age and gender.
· Friday, Saturday and Sunday sessions will consist of timed final sessions for all swimmers with all events
being swum slow to fast with the exception of the 1500 which will be swum fast to slow. If a swimmer
wants an official split from the 1500 Free, a Time Certification form must be filled out and given to the
referee ½ hour prior to the start of the event. In addition, the team making the request must provide the
necessary three (3) watches to back up the electronic timing system if they desire a three watch backup
· This is always a very large meet and, as such, we have taken steps to allow us to speed up meet
operations. Once the entry deadline elapses we will determine if positive check in will be required for any
or all remaining events in each session of the meet. We will notify all teams accepted into the meet if we
need to use positive check-in for any other events during the meet at that time. Open lanes and extra heats
in a long course meet can add a significant amount of time onto a session each day thus the reason for the
institution of these procedures.

· Eight (8) lanes will be used for all events.
· The meet referee reserves the right to combine events in accordance with USA Swimming Rules &
· A timeline will be posted in several prominent places, however, timelines are approximate.
General Guidelines:
Ohio LSC swimming safety guidelines will be in effect at this meet. In addition,
· Coaches will be in charge of their lanes warm-up procedure. In all cases the meet host reserves the rights to
alter the warm-up schedule to ensure a safe environment for the athletes and a smooth flowing warm-up
· Warm-up procedures may, at the discretion of the host team, be modified based on number of swimmers
in the meet and other safety and logistical concerns.
· Except during supervised racing starts, swimmers must enter the pool feet first in a cautious manner with
one hand in contact with the pool deck.
· Entrance into the warm-up/warm-down 50M lane will be by feet first entry, only, at all times and during
competition must be from the shallow end of the pool (the opposite end from the starting clocks).
Host Team Safety Responsibilities & Marshaling Requirements:
· A minimum of four (4) marshals, per pool, who report to and receive instructions from the Meet Referee
and/or the Meet Director, will be on deck during the entire warm-up session.
· An announcer will be available during the warm-up session to announce lane and/or time changes and to
assist with the conduct of the warm-up.
· Host team will supply a certified lifeguard on duty at all times.
Coach/Team Safety Responsibilities:
Ø Coaches shall instruct their swimmers regarding safety guidelines and warm-up procedures as they apply to
conduct at meets and practices.
Ø Coaches shall actively supervise their swimmers throughout the warm-up session at meets.
Ø Coaches should maintain as much contact with their swimmers as possible, both verbal and visual,
throughout the warm-up period.
Ø Coaches should stand near starting end of the pool when starting swimmers on sprint or pace work.
Miscellaneous Safety:
Ø Swimmers doing a backstroke start must enter the pool feet first and shall ensure that they are not starting
at the same time as a swimmer on the blocks. Swimmers shall not step up on the blocks if there is another
swimmer preparing to do a backstroke start.
Ø Swimmers shall not jump or dive into the pool to stop another swimmer on a recalled start.
Ø Swimmers are required to exit the pool upon completion of their warm-up period to allow other swimmers
adequate warm-up time.
Ø Warm-up procedures shall be enforced for any breaks and/or any areas used for warm-up and warm-down
during the competition.

A swimmer who fails to compete in an event in which they are entered will be considered to have taken a
declared false start. There shall be no other penalty levied against the swimmer but the event will be counted
against their total of events for the day/meet.
Custom medals will be awarded for 1st through 8th place for all 8 & under, 9-10, 11-12 and 13-14 age groups
(male and female). No awards will be given for the 15 & over events in this meet. In lieu of these awards a
minimum of a $200 donation will be made to Recreation Unlimited. Recreation Unlimited Farm and Fun
(Recreation Unlimited) is a 501(c)3 not-for profit organization serving individuals with physical and
developmental disabilities and health concerns. The mission of Recreation Unlimited is to provide year-round
programs in sports, recreation and education for individuals with disabilities and health concerns, while
building self-confidence, self-esteem and promoting positive human relations, attitudes, and behaviors.

GCSTO will need the help of your USA Swimming Officials. Please contact Jim Harness to provide names of your
officials who wish to volunteer, by June 6, 2019.
All USA Swimming certified officials willing to volunteer should fill out the form found on the Meet page on
Official’s uniform will be white over navy for all sessions. Blue shorts (skirts for woman) are permitted. White
covered toe athletic or deck shoes for all sessions.
GCSTO will need the help of visiting team parents to time as we will simply not have enough individuals from
our team capable of staffing the entire meet. All timer volunteers will have shaded conditions (we have tents
to cover the timers), will be well watered and will be fed ample finger-food throughout the course of each
session. We will continue to pay volunteers from other teams $20 per session for each session it is that they
help time. We will use volunteers into any open timing positions it is that are still needed. Pre-registration to
time for volunteers from visiting teams can be done by contacting GCSTO’s volunteer coordinator, Steve Nye,
at stevenye@sbcglobal.net “Creekside Meet Volunteer” in your subject line) and providing her with your name,
telephone number & mailing address so that checks can be mailed out to you promptly along with information
as to which session it is in which you wish to volunteer. We will use volunteers on a first-come-first serve basis.
If volunteers are still needed on any day of the meet we will have a sign in sheet at the volunteer table for
those who are interested in helping out. We have run our meet this way for several years in terms of recruiting
volunteers and have found this to be a very effective means of recruiting such volunteer help.

13 & over (morning) session swimmers and spectators are required to park in the FRONT lot, which is on the
west side of the facility to your right just as you enter in off of River Drive. You will be let in the front gate to
walk to the back pool. Only if you also have an athlete in the 12 & under session will you be permitted to park
in the far back lot (see directions below). If needed, you will be directed to overflow parking by the parking
attendants on duty.
12 & under (afternoon) session swimmers and spectators are required to park in the BACK lots located on the
east and southeast sides of the back pool. Follow the service road to the left of the pool office which will curve
to the right along the back pool to find this parking.
Ø Note: There will be a $5 parking fee each day or a 3-day pass may be purchased on Friday for $10. The
proceeds from these charges go directly to the pool’s capital improvement fund. THERE WILL BE A
CONJESTION! Parking will be controlled by the City of Gahanna and will be strictly enforced. A parking
official’s decision at any time to remove a driver/vehicle from the grounds or from the event will be upheld
by meet management.
Handicap parking is available in the front lot or can be accessed inside the fenced area of the back pool.
Contact a meet director for permission to park in the latter.

Locker Rooms and Changing Facilities: There are 2 small bathroom/locker rooms in the building closest to the
50M pool. Their entrances are in the hallway there. The front bathrooms/locker rooms will also be open early
on but we MUST make sure that no one gets in the front pool while travelling to or from those bathrooms until
such time as the pool opens for use so please help us out with that. Changing into or out of swimsuits other
than in locker rooms or other designated areas is prohibited. THERE IS NO DECK CHANGING TO BE DONE AT
Swimming shall be free from any liabilities or claims for damages arising by reason of injuries to anyone during
the conduct of the event.
Athlete Privacy Preservation: Use of audio or visual recording devices, including a cell phone, is not permitted
in changing areas, rest rooms, or locker rooms. Under no circumstances are cameras or any other recording
devices allowed in the area immediately behind the starting blocks at either end of the racing course(s) while
they are in use for race starts during the competition and warm-up. Please refer to the Safe Sport Section of
the Ohio Swimming, Inc. policies and procedures for further information regarding the use of visual recording
First Aid/Training Needs: Lifeguards are trained to handle water emergencies and first aid on the deck. Please
report all first aid issues to the Aquatic Staff.
Banned Items: NO glass in the pool anywhere please. No alcohol, tobacco or illegal substance use is allowed
within the confines of the facility inclusive of the parking areas. Coolers, food and non-alcoholic beverages are
Banners: Team banners may be displayed.
Photography Policy: Visiting team photographers may enter onto the deck only with the consent of the meet
management and must be non-athlete members of USA Swimming.
Flash Photography: Flash photography is not permitted at the start of any race.
Open Swimming: GCSTO has arranged to have the front pool opened by 9:30 a.m. for use by anyone at the
meet be it a spectator, a participant’s family member, a coach or the participant themselves. There is no cost to
do so prior to noon but if you stay after noon the cost to swim is $5 per day for those who wish to do so.
Team Tents: There is plenty of room for your team tents and you’re welcome to keep these up all weekend.
The area under the pine trees stays cool no matter what so feel free to relax there. The pool is open for others
throughout the day so please be careful in terms of leaving valuables laying around. By City ordinance, tents
may NOT be staked down. So please bring some type of weight system. If you do not have your tent weighted
down or tied down in some fashion we reserve the right to ask you to take it down if we feel (windy) conditions
warrant that to help preserve the safety of others. Team tents must also be at least 3 feet apart from any
other tent by City ordinance, as well.
Team Seating: Team seating is available on a first-come basis by session. Belongings should be removed from
the deck between sessions for area cleaning.
Spectator Seating: There are only 2 small areas that we do not allow spectator seating… one will be on the
starting van side of the pool (the block end of the pool on the east side) as that is reserved for meet personnel
for timing system, computer & awards operations. The other will be on the cement area in front of the slide as
that is reserved for coaches and athletes, only. All spectators are to remain off the cemented area around the

competitive course. This is considered deck area and is reserved for coaches, officials, meet workers and
athletes, only. There is limited bleacher space but a TON of room to set up your own folding chairs to view the
meet. Please just make sure that you’re not sitting on the cement area anywhere around the pool (inclusive of
the diving bay please). We’ll have gentle Blues & Jazz music playing at the north end of the pool (near the
concession stand which is on the opposite side from the blocks) so if you sit down there you’ll be able to hear
that. If you don’t want to listen to that go ahead and simply sit at the other end of the pool.
Wireless Internet Access: There is city side wireless internet access available but it is fairly weak in this area.
Food Concessions: Concessions will be run by the Gahanna Sea Lions summer league rec team each day from
morning warm-ups onward. Additional food concessions will open up at noon up in the front pool main
On-Deck Policy: Athletes entered into the meet, properly credentialed coaches with athletes entered into the
meet and officials working that session of the meet are all allowed on deck. Volunteers for meet operations as
set forth and approved by GCSTO are allowed on deck, as well, after signing in at the volunteer table. Any other
individual wishing to gain deck access must be pre-approved by the meet director prior to entering onto the
deck. Any individual asked to leave the pool deck area by the meet management must do so immediately or
will be held in violation of USA Swimming policy.

Concession Sales: These will be run by the Gahanna Sea Lions Summer League Swimming Team and will be in
the hallway of the white building at the shallow end of the competition course. Additional concession sales run
by the City are available in the front pool after 12:00 noon each day.
