Theme: In celebration of the upcoming Olympics the 10 and Under Challenge theme this year will be Red, White, and Blue. Please let your coaches/swimmers/families know of this. We hope to see some festive teams.

 

SITE: Swasey Pool, Durham, New Hampshire, is a 6-lane, 25-yard pool with non-turbulent lane lines, fully-automatic Colorado Electronic Timing System with touchpads at the finish end of the pool. The pool is equipped with a six-lane scoreboard and a diving well warm-up and warm- down area. There are no touchpads at the turn end of the pool. The start end is a minimum 5 ft. deep and the far end is a minimum 4.5 ft. deep. A large 650-seat balcony area is available for

 

spectators. The pool deck capacity is 206 persons. The competition course has not been certified in accordance with 104.2.2C(4). Directions may be found later in this document.

 

COURSE: Short course yards (25 yards).

 

MEET FORMAT: The meet will be swum as timed finals. Each session will be seeded by computer based on scratches received by the scratch deadlines. Clubs will be notified of any change in the meet format by Thursday, February 13, 2020.

 

Heat sheets will be posted around the pool deck and distributed to coaches prior to the start of the sessions. Swimmers should report directly to the blocks for their events. Coaches and swimmers are responsible for ensuring swimmers are in the correct heat and lane.

There will be no two per lane competition.

 

25 Yard Events: As an added opportunity for all swimmers, including relay only swimmers, 25- yard events will be offered at the same fee as other events. These events will count towards the entry-limit (6 per day and 9 total for meet) but will not be scored as they are exhibition swims. A swimmer wishing to use their bonus swims for 25-yard events can do so if desired. Coaches times should be used for 25-yard entries. NT’s will not be accepted. 25-yard entry times do not have to be in SWIMS database. 25-yard events will start at the starting block end of the pool and finish at the turn end of the pool with Colorado button timing.

 

BONUS EVENTS: Swimmers that have qualified for individual events may enter bonus events. Bonus events can be events 100 yards or under and the times entered must be in the SWIMS database.

 

  1. cut = 4 bonus events
  2. cuts = 3 bonus events
  3. cuts = 2 bonus events
  4. cuts = 1 bonus event
  5. or more cuts = no bonus events

Relay only Swimmer = eligible to enter the 25 events only

 

RELAY ONLY SWIMMERS:

Relay only swimmers must be correctly entered into the meet by the deadline and pay the

$10.00 participation fee and the NES travel surcharge of $2.00 for seeding purposes. Relay only swimmers may enter into the 25 exhibition events.

 

DISTANCE EVENT (500 Free): Swimmers must provide at least one timer and one counter.

 

CUT PROTOCOL: If a session is over-subscribed the following cuts/adjustments may be made under the discretion of the Meet Director and Meet Referee:

 

  • 25 events will be eliminated
  • Mixed relay events would be limited to 1 per team or eliminated
  • Relays would be limited to 1 per team or cut by time
  • Bonus events would be eliminated

 

 

Clubs will be notified of cuts no later than Thursday, February 13, 2020

 

RESERVE THE RIGHT TO MAKE CHANGES: Once a meet is sanctioned, changes can be made to the meet invitation before the meet, only with the approval of the Technical Chair, Bob Menck. Any change to the meet format after the meet begins will be at the discretion of the Meet

Referee, and will be presented to the coaches at a coaches’ meeting.

 

MEET COMMITTEE/JURY: The Meet Jury will be made up of one official, one coach and one athlete to be selected by the Meet Referee who will present issues and moderate the jury but not vote. The three members shall be from separate teams. The Meet Jury will decide all issues of eligibility and anything not addressed in the Meet Announcement. The Meet Referee shall have authority as described in the current USA Swimming Rulebook.

 

WEATHER PROTOCOL: If weather or facility conditions make it impossible to follow the original timeline of events, the Meet Director and Meet Referee have a right to make changes to the meet sessions. The Meet Director will notify the teams of the changes with as much notice as possible. Cancellation of the meet, or session, is a decision of the Meet Director, Meet Referee and the Meet Committee.

 

ELIGIBILITY: All swimmers must be 2020 registered swimmers with New England Swimming and must have achieved the qualifying time from a sanctioned, approved, or observed meet that is posted in the SWIMS database, except for relay only swimmers (see below). Age is determined by the age of the swimmer on the first day of the meet.

 

RACING STARTS: Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.

 

ENTRY TIME VERIFICATION: All entries will be reviewed by New England Swimming. All entry times, except for the 25 yard and the bonus events, must be provable in the SWIMS database to verify times achieved since February 8th, 2019. Anyone entering a swimmer in events with a time that is not in SWIMS will be fined $100 per event and the swimmer will be scratched from the event. This violation may jeopardize the team’s participation in future New England

Swimming “end of season” meets. It is up to the team entering to verify the swimmer’s times

are actually in SWIMS.

Please note that a time may be in Team Unify but not in SWIMS. It is your responsibility to verify the time at a USA sanctioned/approved/observed time in SWIMS.

 

REGISTRATIONS: All swimmers must be registered with USA Swimming before the entry deadline of Tuesday, February 11, 2020. Any team that enters an unregistered swimmer will be fined $100 and the swimmer will be scratched from the meet. Teams are required to check their entries with the online registration check tool on the New England Swimming website.

 

DISABILITY SWIMMERS: Any current athlete members of USA Swimming with a disability, as defined by USA Swimming Rules and Regulations, may enter this meet. If modifications to USA Swimming rules are necessary then the coach or athlete must notify the meet referee and meet director of any disability prior to competition.

 

SWIMWEAR: Per New England Swimming policy, swimmers 12 years old and younger are not allowed to wear "Tech" suits at this meet. The age of the swimmer is determined on the first day of the meet . Suit restricted list.

 

ENTRY INFORMATION:

Entry Deadline: Tuesday, February 11, 2020 @ 9PM

Anyone submitting an entry after the deadline will be charged $100. If a team already entered in the meet wishes to add either swimmers or entries after the February 11, 2020 deadline, but before the new cuts deadline of 9:00pm Monday, February 17, 2020, they will be accepted at the discretion of the Meet Director and charged $10 per individual entry. No entries will be accepted after 9:00 pm Monday, February 17, 2020.

Qualification period: February 8, 2019 thru February 17, 2020 Seeding order: SCY, LCM, SCM

 

NEW CUTS DEADLINE: Any swimmer who achieves an entry time between the entry deadline of February 11, 2019 and Monday, February 17, 2020 (see above) may send their entry to the Entry Chair before 9 PM on Monday, February 17, 2020. Additional fees are due by the start of the meet.

 

ELECTRONIC ENTRIES: Electronic entries may be emailed as an attachment to the Entry Chairperson at entries.seacoast@gmail.com Please check that your team name, address, and contact information are listed correctly in this file. For email entries, payment and hard copy of the entry (including signed entry cover page and waiver) must be received by Saturday, February 16, 2019.

 

NON-ELECTRONIC ENTRIES: Send a paper entry form, completed and signed entry cover and waiver, and entry fee to the entry address. Your entry materials must be received on or before the regular entry deadline of Tuesday February 12, 2019 @ 9:00 pm.

 

ENTRY LIMITS: Swimmers may only compete in a maximum of six (6) individual events per day (including the 25 yard events and time trials) and a maximum of nine (9) individual events for the meet (not including time trials).

POSITIVE CHECK-IN/SCRATCHES:

  1. Scratches for Friday’s (excluding the 500 Free) session are due THURSDAY, Feb. 20 by

7pm and should be emailed to the entry chair at entries.seacoast@gmail.com.

  1. Friday’s 500 Free will be a Positive Check-In by 5:15PM at the Control Table. Failure to positively check-in for the 500 free will result in the swimmer not being seeded for that event.
  2. Scratches for Saturday’s session, are due FRIDAY evening, Feb. 21 by 6:30PM at the

Control Table

  1. Scratches for Sunday’s session are due SATURDAY, Feb. 22 by 3 PM at the Control Table.

 

RELAYS:

  • All relays will be swum as timed finals.
  • Clubs are limited to two qualifying teams per relay event.
  • Clubs may enter 2 relays per mixed relay event
  • Mixed relays must contain 2 swimmers of each gender.
  • Relay teams may have achieved the qualifying time or may use an aggregate time.
  • Relays cards must be turned in by the scratch deadline. Each coach shall pick up relay entry forms from the Control Table on which he/she shall list the competing relay swimmers, their first and last names and order of swimming for each entered relay. Relay order and swimmers may be changed up to the time of the swim.
  • Use of Electronic Relay Judging Pads: Dual Human Confirmation of relay take off violations will be required at all New England Swimming meets. If Electronic Relay Judging pads are to be used at a meet, they will serve in the following capacity. Once a Dual Confirmation of a relay take off has been confirmed (Dual Human Confirmation), the Meet Referee or his/her designee shall request the RJP data. This data can only be used to support the disqualification or overturn the disqualification. In the event the RJP data is either missing or deemed invalid, the disqualification will stand.
  • Unattached swimmers may not participate in any relays.

 

ADMISSION: $5.00 per session

HEAT SHEETS: $3.00 per session

 

WARMUPS: USA Swimming warm-up policies will be in effect for the meet. Teams will be assigned warm-up lanes after all entries are received. The pool will close up to five minutes before the beginning of each session. Diving will be prohibited in the warm-up/down pool at all times during the meet. One way sprint lanes will be announced during warm-ups. Coaches must instruct their swimmers to obey these rules. Failure to comply with a designated safety

marshal’s orders could result in disciplinary action. All swimmers participating in the meet without a USA Swimming registered coach shall report to the Meet Referee before warm-ups prior to each session.

 

OFFICIALS: If you know that you will be attending this meet, please email the Meet Referee and let him/her know your level of certification, team, and sessions you will be available. This is for pre-meet planning purposes only. All officials are welcome to work any number of sessions and walk-ons are always welcome.

 

All officials are encouraged to submit an Application to Officiate prior to the meet deadline of Tuesday, February 11, 2020. Any official submitting an Intent to Officiate form by the entry

 

deadline will receive credit for the distribution of team work assignments. Officials may submit an intent form after the entry deadline, but the team will not receive credit. For specific questions concerning your availability or for further information please contact the Meet Referee before the meet.

 

SAFETY:

  1. Diving will be prohibited during warm-ups except in specifically announced one-way sprint lanes. There will be no diving in the warm-up and warm-down areas at any time
  2. No shaving is permitted at the competition site.
  3. No glass containers are permitted within the facility.
  4. Swimmers must be under the supervision of a coach. If a swimmer arrives at the meet without a coach, the swimmer should notify the referee before he/she warms up. The referee will assign the swimmer to a registered coach for warm-ups.
  5. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, restrooms, locker rooms, behind the blocks, or in any marked NO CAMERA ZONE.
  6. Deck changes are prohibited.

 

RULES: Current USA Swimming and Minor Athlete Abuse Protection Policy (MAAPP) rules will govern all competition. Decisions by the Meet Referee will be final unless a written protest is lodged within 30 minutes of the heat swum. All swimmers, coaches and officials will follow the USA Swimming code of conduct under article 304 of the USA Swimming rules and regulations. Any violation of such policy will be reported to the Meet Referee and the New England Swimming office for further review and/or action.

 

SAFE SPORT: The conduct of all participants and spectators at a meet is governed by USA Swimming Rules 304/305. Any and all infractions must be reported to an official, the Meet Referee or the Meet Director. USA Swimming and NE Swimming encourage all to report any witnessed or suspected forms of abuse/safe sport violations to the NE Swimming Safe Sport Chair, Anne Kaufman: nesafesport@gmail.com (857-928-3638) or through the USA-S online reportable form.

 

PHOTOGRAPHY/PHOTOGRAPHERS ON DECK: As per New England Swimming policy, professional photographers contracted by Seacoast Swimming or press photographers who have been approved in advance by the Meet Director are allowed on deck. Use of audio or visual recording devices, including a cell phone, is not permitted behind the starting blocks nor in any other marked NO CAMERA ZONE, including on deck. All “NO CAMERA ZONES” will be clearly designated. Email the Meet Director with questions and requests.

 

TIMING ASSIGNMENTS and “NO SHOW” WORKERS: All teams will be assigned to time based on the number of entries. A team will be fined $100 per incident if it does not provide the timers it has been assigned, and will not be allowed to enter swimmers in another New England meet until the fine(s) is paid. This can be appealed to the Admin Review Board of New England Swimming and is enforced only if the meet management has properly assigned timers based on the number of swimmers a team has entered in the meet.

 

TIME TRIALS: Time trials will be offered at the discretion of the Meet Director and the Meet Referee if time allows. Time trials are $10.00 for individual events, and $40.00 for relays.

 

LEGAL SPLITS – Individual Events: Legal splits must be requested before the event, by a coach, using a legal split form (available from the Control Table) and the requesting party must supply an additional timer(s) on the lane for the split, if necessary, to meet the USA-S requirement. (1 timer with touchpad timing, 3 timers without touchpad timing). Timers must be positioned over the lane at the end of the racing course.

 

LEGAL SPLITS – Relays: All lead-off splits for relays are automatically loaded into SWIMS and do not require additional watches for validation unless there are no touchpads present, or the second swimmer starts in the water. If there are no touchpads, or the second swimmer starts in the water, a legal split form with three watches will be required for entry into SWIMS. Timers must be positioned over the lane at the end of the racing course. It is recommended that coaches report lead-off time discrepancies to the Administrative Referee or Administrative Official.

 

DECK ACCESS: Only 2020 USA Swimming registered athletes, coaches, officials, and official meet staff are permitted on the pool deck. Upon arriving at the pool, all non-athletes should first check in at the Control Desk or with the Meet Referee or Meet Director to present their current credentials (Deck Pass is acceptable) and obtain a wristband. Anyone caught giving their wristband to someone else will be removed from the deck and reported to New England Swimming.

AWARDS:

  • Heat winner awards will be distributed during the meet.

 

  • Medals will be awarded for the top 6 finishers in individual events and for the top 6 places in relay events.
  • Ribbons in places 7th – 12th will be awarded for individual events.
  • Awards will be distributed after each event, or at any interval selected by the Meet Referee and Director.
  • The top 6 high point winners for girls and boys will be awarded a plaque. The high point ceremony will take place on Sunday at the conclusion of the session.
  • Swimmers and coaches are responsible for making sure they are present to receive their awards. All awards can be collected by teams at the control table.
  • Meet champions will be announced and plaques will be awarded to the top 3 teams (overall combined genders).

 

RESULTS: Results will be posted around the pool deck. Live results may be available depending on internet access.

 

MEET MOBILE: Meet Mobile may be functional for this meet. All users should be aware that Meet Mobile publishes unverified raw data that may not always be accurate.

 

DRONES: Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present.

 

MISCELLANEOUS: Coaches are expected to understand the scratch, verification, and relay rules before the meet begins. All coaches should check-in at the Control Table on the pool deck upon arrival.  Coaches are responsible for the behavior of their swimmers at all times.  Any damage to the premises or equipment is the responsibility of those doing the damage. Seacoast Swimming, the University of New Hampshire and New England Swimming assume no responsibility for lost or stolen property. No pets (except service dogs) are allowed within the facility.

FOOD / VENDOR: The University of New Hampshire will be operating a concession stand during the meet.

DIRECTIONS: Take the Route 155A exit off Route 4 in Durham. The Swasey Pool is in the athletic complex on the right.

PARKING: Ample parking is available in the lot across the street from the athletic complex and is free after 6 PM on Friday and on the weekend.
