Guidelines for Swimmers:

1. Swimmers should always wear a mask to Clerk of Course and only take it off before they swim.(Don’t Forget)

• Swimmers will have a place to put their mask. It is encouraged to have a glad-loc zipper bag with your name on it so you can sit it down while you swim. Dry Face off before you put it back on immediately after you swim.

3. Once you complete your race you will have a pathway to talk to your coach and keep distance.

4. Immediately return to your area in the event center.

5. Be ready to swim. The timeline is quick, and swimmers need to pay close attention of what race we are on. We want all swimmers to report to Clerk of Course after 1st call by the announcer. We only have 3 heats or less in all but one race.

Swimmer and Spectator Area - This information is critical for all to know and understand.
Our pool deck will NOT be available for spectators or swimmers to sit during the meet. We will only be able to use the pool deck for the assigned spectator area. The Governor’s rules prohibit us for having a lot of people on the pool deck during competition. Our event center is a huge help in offering space for all.

ALL Participants will enter/exit the facility at the Event Center entrance by Royce’s Family Areas – We will have specific areas for families to sit in the event center by team. These spaces will be identified by 2 chairs provided by the team for each swimmer and their parent/guardian. If a 3rd chair is needed for 2 swimmers and parent, please ask when you come in.

Chairs must remain in the space they are in to make sure we do not have any social distancing issues.

While in these areas it is:

  • Required that Parents and Swimmers keep their mask on and pulled up correctly.
  • Remain Sitting unless you are going to swim or restroom.

Items that are not allowed for all sessions:

  • No blankets to be spread out

  • No camping items

  • No large coolers

  • No moving of chairs

  • No camping in the Royce’s area

  • No parents in the Swimmer’s Clerk of Course

  • Do not bring your own chairs

Spectator Viewing Area – We will have a designated viewing area of races at the scoreboard end of the pool. Only one(1) Parent/Spectator for each swimmer will have a specific spot to watch the race.

Info for this area:

  • Do not enter the blocked off area until your swimmer is being whistled to the block.

  • Once your swimmer completes their race please move out of the area for the next heat to move in to watch.

  • All people in this area are required to wear a mask.

  • Immediately return to your area in the event center so we do not have small groups of people gathering or backups in the hallway.

Parent/Spectator Numbers
11-12 Girls and All 15&over 
– We have about 100 swimmers competing in these sessions. To make sure we allow for social distancing families will be able to have one(1) parent. This is one parent per family(not per swimmer).

11-12 Boys & All 13-14 Sessions – We have less swimmers attending the 2nd session. We will be allowing two(2) parents per family at these sessions.

*Bringing non-swimming siblings is not permitted in the 1st session. In the 2nd session they would count as one of the 2 family members. We understand that this may cause some difficulties in planning, but we are just not able to hold the additional people.

Heat Sheet - We will post heat sheets on our website on Friday. We will not have paper available at the meet. It will also be available on Meet Mobile


Key Things to Remember:

• Please bring your own water (and food if needed)

o No Large Coolers

We will not have concessions at this meet.

  • Masks are mandatory for all spectators & volunteers.

  • Locker Rooms should only be used to change after your last swim. Parents need to make sure the swimmers are in and out and wearing a mask in the locker room and are quick to exit.


  • Swimmers may swim a maximum of [4] individual events per session.

  • $ 5.00 per individual event.

  • $8.00 per relay event.

  • $2 Heat Sheet Fee


USA Swimming Sanction Meet:In granting this sanction it is understood and agreed that USA Swimming shall be free from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.

As a condition of sanction, Countryside YMCA agrees to comply and to enforce all COVID-19 health and safety mandates and guidelines (including face covering, social distancing and mass gatherings) of USA Swimming, Ohio Swimming, the State of Ohio, local jurisdictions and the Countryside YMCA Meet Plan detailed in this packet. Meets conducted in violation of these requirements and safety plans are subject to having the sanction revoked and will not be issued sanctions for future meets during the COVID-19 sanctioning period.



  • All contestants must be a member in good standing of a YMCA.

  • USA Swimming members must be registered for the current season for times to be entered into the

    National Database. Registrations will not be accepted at the meet.

  • All adult athletes must hold current Athlete Protection Training certification.

  • Age on the first day of the meet will determine age for the entire meet.



Countryside YMCA has taken enhanced health and safety measures for you, our other guests, volunteers, and our athletes. Everyone must follow all posted instructions while attending this meet.

An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely contagious disease that can lead to severe illness and death. According to the Centers for Disease Control and Prevention, senior citizens and individuals with underlying medical conditions are especially vulnerable.

USA Swimming, Inc., cannot prevent you (or your child(ren)) from becoming exposed to, contracting, or spreading COVID-19 while participating in USA Swimming sanctioned events. It is not possible to prevent against the presence of the disease. Therefore, if you choose to participate in a USA Swimming sanctioned event, you may be exposing yourself to and/or increasing your risk of contracting or spreading COVID-19.

By attending or participating in this competition, you voluntarily assume all risks associated with exposure to COVID-19 and forever release and hold harmless USA Swimming and Ohio Swimming and each of their officers, directors, agents, employees or other representatives from any liability or claims including for personal injuries, death, disease or property losses, or any other loss, including but not limited to claims of negligence and give up any claims you may have to seek damages, whether known or unknown, foreseen or unforeseen, in connection herewith.



USA Swimming Rules

  • At a USA approved competitive event, all USA Swimming athletes must be under the supervision of a USA Swimming member coach. Arrangements for coach supervision must be made in advance of the meet.

  • Any USA swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water without the use of the backstroke ledge. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.

  • The use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms.

  • Use of cameras, cell phones or any other recording device is not permitted immediately behind the starting blocks at either end of the racing course(s) during race starts, competition and warm-ups. Please refer to the Safe Sport section of the Ohio Swimming, Inc. policies and procedures for further information regarding the use of visual recording devices.

  • Deck changes are prohibited.

  • Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present.

  • Flash photography is not permitted at the start of any race.

  • All applicable adults participating in or associated with this meet acknowledge that they are subject to the provisions of the USA Swimming Minor Athlete Abuse Prevention Policy (MAAPP) and that they understand that compliance with the MAAPP policy is a condition of participation in the conduct of this competition.




AWARDS: There will be awards at this meet. Swimmers who finish top 16 in all events will receive ribbons. • Results will be posted on Meet Mobile during the meet and on host website after the meet.

NO CONCESSIONS: We will not be running a concession due to COVID-19. Swimmers will need to bring their own water/drinks.

Locker Rooms / Changing:Athletes must arrive and depart in their suits. Locker rooms are for restroom use only and must not be used for changing or showering. Deck changing is prohibited.

Facility Capacity

Indicate the planned number of individuals gathering in areas

  • Bleachers space = 42 places for parents (6 per section)
  • Event Center = 150 places for swimmers/spectators

Due to the current COVID-19 environment and limited pool deck space at Countryside YMCA, CY Torpedoes is strongly limiting families to one spectator at this time, however, there are many volunteer roles that will be required and some families may have two parents at the meet(1 spectating and 1 volunteering). We will continuously monitor the evolving guidelines pertaining to group size as it relates to COVID-19 and guidelines from various local and state agencies.


  • The maximum number of spectators gathered at this indoor sports venue is 42.

POOL DECK: Planned total number of people on the pool deck area per session will not exceed xx people and will be distributed as follows:
Swimmers: 8
Coaches: 8
Officials: 8(includes deck officials and scoring table (Console) personnel. AO/Computer staff is off deck) Volunteers on the pool deck: 8 timers / 1 runners / 1 safety marshals / 1 sanitizers
Lifeguards: 1


Facility Rules and Policies:

Limited space available. No large coolers permitted or camping such as large blankets. Families will be given a space with two chairs that are not permitted to move.
Masks are expected to be worn anytime that swimmers or spectators are out of their assigned area, except for swimmers reporting to clerk of course.

Swimmers and all spectators are required to stay on the competitive pool side of the building.


  Technical Suit Ban:

Per USA Swimming Rule 102.8.1F, 12 & Under athletes may not compete in Technical Suits at this meet.

A Technical Suit is one that has the following components:

  • Any male or female suit with bonded or taped seams regardless of fabric or silhouette; or

  • Any male or female suit with woven fabric extending to the knee or mid-thigh regardless of the seam type.


Ohio State Laws that are applicable to Ohio Swimming sanctioned events

  • Ohio’s Return to Play Law (ORC 3313.539 and ORC 3314.03) requires that coaches and referees either (1) complete a free online training once every three (3) years in recognizing the symptoms of concussion or (2) hold a pupil-activity program permit from the Ohio State Board of Education. Free online concussion training is offered through the National Federation of State High School Association and Centers of Disease Control.   • There will always be the required number of certified lifeguard(s) on duty at this meet per Ohio Administrative Code 3701-31-04-E-4.

Athlete Seating Area: All athletes will be required to sit in the event center.

Swimmer Limitations and Protocols

Swimmers are only to bring cap, goggles, and sandals to clerk of course. No towels or robes/jackets We will do fly-over (dive-over) starts.
Locker rooms are not available for changing before or after the meet. Come prepared for all weather.

When not in the water, athletes are always expected to wear a mask. Athletes are always expected to maintain proper distancing.


Entry and Exit Procedures and Health Screening

All participants(Swimmers, Coaches, Volunteers and Spectators) are required to have their temperature checked at the entrance. Not complying to this rule will prevent participant from entering the facility.
All participants(Swimmers, Coaches, Volunteers and Spectators) are required to enter and exit facility with a mask on. Gaiters are not encouraged to be worn without a filter.
All Spectators will be given a wrist band for admission. Each Family(not including volunteers, will be given one wrist band)

Specific COVID Protocols for this Meet

Countryside YMCA staff will help monitor the number of people on the pool deck throughout the meet and help direct traffic from the entrance to the pool area and then to the exit upon the conclusion of the meet.

Mask/Cloth Face Covering Wearing Requirements:
Masks/cloth face coverings will be mandatory for all participants. Participants are defined as swimmers, coaches, officials, volunteers, and all other applicable adults as defined by MAAPP. Everyone must wear a mask/face covering for the duration of the meet.
s only have an exception during the swim cycle. The ‘swim cycle’ is defined as the time period beginning with the swimmer being called for their warmup or race until their warmup/race/cool down has ended. Swimmers must wear their mask/cloth face covering when not swimming.


COVID-19 Information

  • Avoid getting closer than six (6) feet to anyone coughing or sneezing.

  • Wash your hands frequently with soap and water for 20 seconds or use hand sanitizer that has 60-95%


  • Avoid touching your eyes, nose, and mouth.

  • Cover your mouth with a tissue or your elbow if you cough or sneeze. Throw the tissue in the trash then wash your hands.

  • Stay home if you are sick, and away from the pool and from fellow team members.

  • FACE COVERINGS: All meet participants – coaches, officials, administrators, spectators, vendors, and athletes (between events) must wear face coverings and comply with mandated social distancing and mass gathering rules.

  • Follow all posted guidelines at the facility.


  • By entering this meet, you are granting permission for the names of any or all of your team’s swimmers to be published on the internet in the form of Psych Sheets, Meet Results, or any other documents associated with the running of this meet.

  • All participants agree to be filmed and photographed by the host club approved photographer(s) and videographers and to allow the right to use names and pictures before, during, or after the meet such as in public psych sheets, heat sheets, and results or featured on the host club or OSI website or social media or in public broadcast of the event via television or webcast. Parents and guardians of minor swimmers who do not wish their swimmers to participate in interviews or have individual pictures featured on any media should inform their team’s head coach and the Meet Director prior to the meet.


Spectator Limitations and Protocols

Safety Marshal will have primary responsibility for maintaining guidelines.
Restroom facilities available for spectators and swimmers for restroom use only. No Changing Spectators will be seated in the event center and limited space on pool deck.

Spectators/Parents are required to wear a face covering at all times while attending, observing or meeting with their athletes at the meet whether inside the facility, in any adjacent viewing/gathering areas provided by the Countryside YMCA or meeting with their swimmer in a designated facility location and are expected to comply with all mandated state/local/facility COVID-19 guidelines.


Parental Access and Safe Sport Considerations for Athletes

The Meet Safety Marshal as well as the Countryside YMCA Safe Sport/COVID Coordinator will provide oversight for this.

Should a parent need to access a child who is on deck, the child will be brought to the parent at the pool door or in case of emergency, the parent may be escorted to the child.

Countryside YMCA will encourage parents to volunteer during the swim meet to reduce the number of people in the facility.

Countryside YMCA will provide a live stream so parents will have access to and/or opportunity to observe their swimmer.
