In granting this sanction it is understood and agreed that USA Swimming shall be free from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.

 

In granting this sanction, LESD agreed to comply and to enforce all health and safety mandates and guidelines of USA Swimming, LE, the State of Ohio and Ashtabula County (local jurisdiction).

RISK OF EXPOSURE TO COVID 19:   An inherent risk of exposure to COVID-19 exists in any public place where people are present. COVID-19 is an extremely contagious disease that can lead to severe illness and death. According to the Centers for Disease Control and Prevention, senior citizens and individuals with underlying medical conditions are especially vulnerable.

USA Swimming, Inc., cannot prevent you (or your child(ren)) from becoming exposed to, contracting, or spreading COVID-19 while participating in USA Swimming sanctioned events. It is not possible to prevent against the presence of the disease. Therefore, if you choose to participate in a USA Swimming sanctioned event, you may be exposing yourself to and/or increasing your risk of contracting or spreading COVID-19.

BY ATTENDING OR PARTICIPATING IN THIS COMPETITION, YOU VOLUNTARILY ASSUME ALL RISKS ASSOCIATED WITH EXPOSURE TO COVID-19 AND FOREVER RELEASE AND HOLD HARMLESS USA SWIMMING AND [THE LSC] AND EACH OF THEIR OFFICERS, DIRECTORS, AGENTS, EMPLOYEES OR OTHER REPRESENTATIVES FROM ANY LIABILITY OR CLAIMS INCLUDING FOR PERSONAL INJURIES, DEATH, DISEASE OR PROPERTY LOSSES, OR ANY OTHER LOSS, INCLUDING BUT NOT LIMITED TO CLAIMS OF NEGLIGENCE AND GIVE UP ANY CLAIMS YOU MAY HAVE TO SEEK DAMAGES, WHETHER KNOWN OR UNKNOWN, FORESEEN OR UNFORESEEN, IN CONNECTION WITH EXPOSURE, INFECTION, AND/OR SPREAD OF COVID-19 RELATED TO PARTICIPATION IN THIS COMPETITION.

LOCATION: 

SPIRE INSTITUTE Aquatic Center, 5201 Spire Circle, Geneva, 44041. Take 90 to Exit 218.

 

POOL: 

50 meters by 10 lanes, Colorado electronic timing and scoreboard; spacious locker rooms, deck area, and spectator section; continuous warm-up available.  The competition course has been certified in accordance with 104.2.2C (4). The copy of such certification is on file with USA Swimming.  An adjacent 25-yard pool is available for continuous warm-up and warm-down.  Men’s and Women’s locker rooms are off the pool deck but are not accessible to parents during the meet.  Colorado timing system and scoreboard are available.

 

ENTRANCE:

Swimmers will enter and exit the facility between the Aquatics and Track buildings.  Facility entrances are marked with blue stars.   Following health screening, inclusive of temperature checks, swimmers will be guided by arrows from the entrance to their assigned seating area on the pool deck.

 

WARM UP/COMPETITION: 

Swimmers will follow the arrows at the end of the lane to either (1) return to the blocks for starts (2) return to their seating area and/or (3) speak with their coach following their race.

 

SPECTATORS

Each swimmer is allowed to bring 1 spectator.  Admission is included in the entry fees.  COVID Marshals shall monitor social distancing within the spectator area.

 

SANITATION:

Starting blocks will be sanitized at the conclusion of warm-ups, between events, and at the conclusion of the session.  Sanitation will also take place between sessions.

 

 

 

 

COVID PROTOCOLS: 

  • Temperature checks and SPIRE health screening shall be required of all swimmers, volunteers, coaches, officials, and spectators.
  • SPIRE health screening must be filled out and signed by all swimmers, volunteers, coaches, officials and spectators DAILY. A parent/guardian must sign the waiver for those swimmers under the age of 18.  On-line @ https://spirecovidform.paperform.co/  or scan the attached QR code to fill out the health screening.  A confirmation screen or email sent after filling out the form must be shown at the health screening station.  This form MUST be filled out every day of the competition.  For athletes without access to an email or mobile device, they will be required to bring a printed copy of the confirmation email to the health screening station.
  • If someone leaves the premises and returns, he/she will undergo a temperature check and screen again.
  • Masks shall be worn and social distancing shall be implemented at all times except for when the swimmer is up on the blocks and in the water.
  • A locker room that will be available for use by the swimmers for restroom use only.  A monitor (not allowed inside) will be posted outside the locker room and will limit the number of swimmers inside to 10 athletes per the Ohio Department of Health.
  • Swimmers should arrive/depart in their suit. They will not be allowed to share caps, goggles, food and drinks.
  • Only two (2) swimmers shall be permitted to wait behind the blocks at any given time.  Swimmers may communicate with their coaches by following the posted arrows which will be in a counter clockwise direction on deck
  • Swimmers, volunteers, guardians and officials shall enter the building from the main entrance and through the main pool entrance.  The spectator area is upstairs.
  • Parents shall have access to their swimmers and be able to observe them. Swimmers will not be allowed in the spectator area on the second floor.  Guardians may communicate with their swimmer in the lobby.  Please observe social distancing with other guardians.
  • ALL SWIMMERS, VOLUNTEERS, COACHES, OFFIICIALS, AND SPECTATORS ARE REQUIRED TO WEAR MASKS AT ALL TIMES EXCEPT WHEN SWIMMERS ARE SWIMMING

 

RACING STARTS:

Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water.  When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.

 

STARTING TIMES:

  • Thursday night warm ups will start at 4:45 PM warm ups will last 45 minutes and the meet will start at 5:35 PM
  • Friday and Saturday morning sessions warm ups will start at 8:00 AM.  Warm ups will last 45 minutes and the meet will start at 8:50 AM.
  • Warm-up will be split by gender, age group or team if the average number of swimmers per lane is scheduled to exceed 15 swimmers per lane, into a minimum of two groups, in which case warm-up shall be a minimum of thirty minutes each.
  • There will be a break between sessions to allow for adequate sanitation and egress of swimmers from the previous session.  No swimmer from a later session will be allowed on deck until all the swimmers from the previous session have left the pool deck.
  • Sessions and events may be combined or split depending on entries received. Heats may be limited depending on entries received
  • The finalized warm up plan for all the sessions will be found at Lake Erie website by June 27, 2021.

 

ENTRY DEADLINE:

LE team entries will NOT be accepted prior to Monday June 14, 2021 at 9:00 p.m.  

Non LE team entries will NOT be accepted prior to Tuesday, June 15, 2021 at 9:00 p.m.

The due date for entries, electronic or otherwise, is Monday, June 21,2021.  Entries will be taken on a first come first serve basis. It is suggested that you sync your computer time with the official U.S. time clock found at http://www.time.gov/ or www.time.is prior to submitting your entries. The meet will be closed before the entry deadline if the sessions are estimated to be at four hours or swimmer count is at capacity, so submit early.  Hard copy, meet summary sheet and check must be received within four days of the receipt of the electronic file or by Friday June 25, 2021, whichever comes first.  Failure to submit the hard copy, summary sheet and payment or to make alternate arrangements with the meet director before the deadline will result in said entry being removed from the meet.  Email entries to [email protected]. TEAM SUPERVISION: 

Teams who are entering swimmers but will not have a coach at the meet should arrange ahead of time for another coach to supervise their athletes.  Swimmers without coach supervision must contact the Meet Director or Meet Referee to be assigned to a coach on deck.

 

RETURN TO PLAY LAW: 

Under the Ohio Return to Play Law governing concussions, all coaches and officials (in state or out of state) are required to have proof of training in concussion signs and symptoms. This training is available for free and can be found at https://odh.ohio.gov/wps/portal/gov/odh/know-our-programs/child-injury-prevention/resources/onlineconcussiontraining  It is your responsibility to take care of this requirement.

 

ENTRY FEES:

$8.00/individual event which includes admission for 1 spectator/day and digital heat sheet; Plus LESI swimmer surcharge of $3.00/swimmer. Relays are $15.00. There is an additional $2.00 for any manual entries submitted.

ENTRY LIMITATIONS: 

Swimmers can compete in 2 individual events and 1 relay on Thursday and up to 4 individual events and 2 relays per day on Friday and Saturday. Teams can enter a max of 2 relays per relay event.  11 and 12 year old swimmers have to choose to swim either in the morning session or afternoon session BUT MAY NOT COMPETE IN BOTH SESSIONS.

 

DECK ENTRIES

Deck Entries are not permitted.

             

ELIGIBILITY:

Swimmers must be current athlete members of USA swimming.  Coaches must be current coach members of USA swimming and must check in before entering the pool deck.  All coaches must display the deck pass & a wristband is required to be worn by all coaches issued by the meet host.  Age of the swimmer is as of the first day of the meet, July 1, 2021. There will be no on-deck registration for coaches or athletes.

 

All applicable adults participating in or associated with this meet, acknowledge that they are subject to the provisions of the USA Swimming Minor Athlete Abuse Prevention Policy ("MAAPP"), and that they understand that compliance with the MAAPP policy is a condition of participation in the conduct of this competition.

 

QUALIFYING TIMES:

Please see event listings.  Swimmers must be equal to or faster than the qualifying time for certain events as listed as of the entry deadline Either Short Course Yards (Y) or Long Course Meters (L) will be accepted.  Converted times may not be used. Nonconforming times will be converted by Meet Manager.  There are no time standards for the afternoon sessions. NT will not be accepted; if the swimmer has no time, please provide an estimate.  Individual entries with NT will NOT be processed and space will not be saved.  The host team reserves the right to enter its own swimmers into any available events in any session still considered to not be closed due to timeline restrictions, even if they have not achieved the qualifying times.

 

 

PROOF OF TIME: 

Swimmers should enter an event only if they have achieved the listed time standard for that event.  All Teams of swimmers who fail to achieve the qualifying time at the meet will receive a notice of those times that cannot be verified in the SWIMS database.  Teams shall submit proof of time. Proofs of time shall be from an observed swim or from a sanctioned or approved competition only. A fine of $10.00 for each swim listed in the notice for which acceptable proof of time is not provided will be levied against all teams or unattached swimmers.  High School udal meets and YMCA meets are no acceptable proof of times.

 

SWIMMERS WITH A DISABILITY:

Entries for swimmers with a disability should be handled in the following manner: (1) enter the swimmer in the Hy-Tek database (or on the regular entry form); (2) list in the email accompanying the Hy-Tek/Team Unify entry file (or on a separate sheet of paper) the name of the swimmer, the stroke(s)/distance(s) s/he wishes to swim, the entry times, the day/session s/he wishes to swim the event(s), and the manner in which s/he prefers to be seeded (with a longer distance or with a different age group); and (3) provide any information about special accommodations needed by the swimmer. The final determination of seeding will be made by the Meet Referee after consultation with the swimmer and his/her coach.

 

CONDUCT: 

Meet will be conducted according to the rules set forth in the current USA Swimming Rules and Regulations, the Lake Erie Swimming Policy & Procedures and the Return to Competition Guidelines.  Events will be contested in a 10 lane 50-meter course. All events are timed finals.  Sessions will be closed when they reach on-deck capacity or time limits.  Events and Sessions may be combined or split depending on entries. Heats may be limited depending on entries.

 

SEEDING & CHECK IN: 

All events will be pre-seeded. Relay Cards must be turned in upon call. There will not be a penalty for missed events

 

CLERK OF COURSE

A Clerk of Course will not be provided at this meet.                                                                                                                                             

 

SCORING: 

This meet will not be scored.

 

AWARDS:   

There will be no awards at this meet.

                        

DIGITAL HEAT SHEETS:  

Digital Heat Sheets will be emailed to team entry chairs prior to the meet. Heat sheets will Not be posted or available at the meet.

 

COACHES:

In order to comply with local health guidelines, we may need to limit the number of coaches on deck. Please include the number of coaches who plan to attend so we can forecast our count accordingly. We will notify teams by June 26, 2021 if coaches will be limited.

 

RESULTS:  

Results will not be posted on site. Teams may request a backup at the conclusion of the meet. If technology permits, the meet results will be available on Meet Mobile. Final Results will be available on www.lakeerieswimming.com.

 

TIME TRIALS: 

Time trials will NOT be offered at this meet.

 

SAFETY/WARM-UP:

Lake Erie Swimming safety guidelines and warm-up procedures will be in effect at all times.  Coaches must maintain contact with their swimmers during warm-up and throughout the meet.  All entry into the pool for warm-up is feet first from the starting block end of the pool.  Swimmers must enter the pool feet first in a cautious manner with one hand in contact with the pool edge.  There is no diving during warm-up, except in designated sprint lanes. The final 20 minutes of 45-minute warm-up shall be conducted as follows:

(a)       Lanes 0 & 9 push/pace from the start end of the pool (or general warm-up at the discretion of Meet Referee or his/her designee).

(b)       Lanes 1 & 8 sprint lanes for racing starts from the starting block end of the pool, one length only and exiting the pool

(c)       Lanes 2-7 general warm-up, no diving or racing starts.  Any or all of these lanes may be converted to sprint lanes at the discretion of the Meet Referee or his/her designee.

Swimmers are to sprint one way and climb out at the far end of the pool.  Swimmers may be removed from warm-up for violating safety rules. Feet first entry only into the continuous warm-up lanes.

 

CAMERA ZONES: 

Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, restrooms, or locker rooms.  Additionally, under NO circumstances will Camera Zones include the area immediately behind the starting blocks at either end of the racing course(s) while they are in use for race starts during competition and warm-up. Those failing to abide by this rule may be removed from the venue.

 

DRONES: 

Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials, and/or spectators are present.

 

DECK CHANGES

Deck changes are prohibited.

 

INITIAL DISTANCE

In order to be certain that an initial distance or lead-off relay leg is entered into SWIMS, the swimmer or the swimmer’s coach should notify either the meet referee or the admin before the event and provide the necessary watches as back-up to the electronic timing.  All lead-off relay splits will automatically be uploaded to SWIMS after admin approval; for all other initial distances, the proper paperwork must be completed after the swim in order for the time to be entered into SWIMS.

 

OFFICIATING OPPORTUNITY:

Anyone that is a USA Swimming certified official is welcome and encouraged to join the Lake Erie Swimming (LESI) officials in working this meet.  Please contact the meet director or the Lake Erie Officials Chair in advance of the meet if at all possible, to let either know of your availability.  We are also looking for anyone that is interested in becoming an official, for more information please contact the Official’s Chair.
