Dear National Federation Presidents and Administrators:

I trust you and your loved ones are doing very well on this precious day.

On the occasion of the XVII Pan American Games to be celebrated in Toronto, Canada, and pursuant to article 16 of the UANA Constitution, it gives me great pleasure as UANA Secretary/Treasurer to hereby forward the Official Summons of the UANA Congress to all UANA National Federations, 60 days prior to the date of our Congress.  

The UANA Congress will take place on July 13, 2015 at the Westin Harbour Castle Hotel. The Congress will be called to order and start at 0900 hours with the registration beginning at 0730 hours.

 

AGENDA OF THE UANA CONGRESS

The meeting will adhere to the enclosed agenda as it is stipulated in the UANA Constitution:


A. Accreditation of delegates
B. Declaration of quorum and opening remarks by the President of UANA
C. Reading and Approval of the minutes of the previous congress
D. Report by the Executive Committee
E. Report by the Secretary – Treasurer
F. Report by the Standing Committees and Special Commissions
G. Consideration and discussions of proposals previously submitted and included in the summons
H. Election of the Executive Committee
I. Election of the candidates of the Americas to the FINA Bureau
J. Other matters of urgency, with the approval of two-thirds (2/3) of the members present
K. Presentations of Visitors
L. Adjournment

Enclosed as attachments you will find all pertinent documents related to the agenda.  In addition, you will find the necessary links to additional documents and materials which are also related to the agenda. Please let me know if you are in need of additional information.  

CONSIDERATION OF NEW MEMBERS   

The UANA Executive Committee voted unanimously in favor of accepting Fédération Haïtienne des Sports Aquatiques et de Sauvetage (FHSAS)  also known as the Haitian Aquatic Sport and Lifesaving Federation as a new UANA member Federation.   The Executive asks The UANA Congress to ratify FHSAS as a new UANA member Federation during the Accreditation of Delegates.  FHSAS has been previously been approved as a member of  FINA and also CCCAN and has submitted an application for UANA membership, including full payment of their 2015 membership fee and a copy of their Constitution, which has previously been approved by FINA.  FHSAS was accepted for CCCAN membership in November 2014, following submission of their application, membership dues, and a copy of their Constitution.

 

Additionally, the UANA Executive Committee provisionally approved the membership request of Curacao Aquatic Association, which had submitted an application for UANA membership, including full payment of their 2015 membership fee and a copy of their Constitution, which was previously approved by FINA. Curacao Aquatic Association has been accepted for CCCAN membership, following submission of their application, membership dues, and a copy of their Constitution. The Executive asks the UANA Congress to ratify Curacao Aquatic Association as a new UANA member Federation during the Accreditation of Delegates. 

 

PROPOSED AMENDMENTS TO THE UANA CONSTITUTION
Two proposed amendments were submitted by United States Aquatic Sports in December 2014 and were posted to the UANA website in March 2015. The UANA Executive voted unanimously to endorse these proposals.   https://www.teamunify.com/NewsShow.jsp?&id=392363&team=uana

 

UANA DUES

The UANA Executive voted unanimously in favor of a new structure for the payment of UANA dues by its member Federations.

ACCREDITATION OF DELEGATES 
In accordance to the UANA Constitution and pursuant to Article 13 each member Federation may appoint and accredit up to two (2) Delegates for this Congress. Please fill out the attached form and return it to Kathy Parker ( kparker@usaswimming.org ) at the UANA Office by July 1, 2015.   

ACCREDITATION OF NATIONAL FEDERATIONS 

Pursuant to Article 15 of the UANA Constitution, to be duly represented at the Congress each National Federation must be up to date in the payment of its affiliation fees to its Zone, to UANA, and to FINA, and be in good standing with each organization.
 

ORDER OF ELECTIONS

The following elections are required at the UANA Congress:

a. UANA Executive Committee: 2015 - 2019

b. Officers of UANA Executive Committees: 2015 - 2019

c. Members of the FINA Bureau: 2017-2021

d. Designation of FINA Bureau Members from Zone 1 and Zone 2 to designate the elected

individual, as well as the person nominated for World at Large position.

e. Nomination of FINA President: 2017 - 2021

f. Election of FINA Vice President for the American Continent

QUORUM 

According to Article 18 of the UANA Constitution, a quorum comprises one half of the National Federations affiliated to UANA plus one member with a representative from at least three zones present.
