Summary of Actions and Updates from May 19, 2021 Board of Directors Meeting

Revisions to COVID-19 Sanctioning Policy
The Board of Directors adopted B.Res. 2021-05-002, which updated the COVID-19 sanctioning and approval policy to include open water competitions and in-person championship season competitions as permissible.
Beyond the above update, the Board of Directors made no changes to the policy. The Board of Directors reaffirmed its desire to sunset this policy and return to normal operations shortly after USA Swimming removes its COVID-19 supplemental sanction and approval requirements.

2021-2022 Short Course Yards Season Meet Bids
The regular season on-the-published-schedule meet bid process for the 2021-2022 short course yards season (September 2021 - March 2022) will open on June 1, 2021 and close on June 30, 2021. There will be no skeleton schedule this year, except that championship meet weekends will be designated.
Championship meet bids will be conducted at a later date, pending confirmation of series structure and formats from the Michigan Swimming, Inc. Championship Meet Strategy Committee.
An e-mail with details on how to submit regular season meet bids to the Michigan Swimming, Inc. Meet Scheduling Committee will be released to Club Presidents and Head Coaches on June 1, 2021.
Update on Recent CDC Mask & Social Distancing Guidance
Michigan Swimming is aware of the Untied States Centers for Disease Control and Prevention ("CDC") announcement on May 13, 2021 that "fully vaccinated people no longer need to wear a mask or physically distance in any setting, except where required by federal, state, local, tribal, or territorial laws, rules, and regulations, including local business and workplace guidance".
Michigan Swimming is also aware that the Michigan Department of Health and Human Services ("MDHHS") has issued a May 15, 2021 Epidemic Order to reflect current CDC guidance and that the Michigan Occupational Safety and Health Administration ("MIOSHA") is expected to update its workplace rules shortly.
The Board of Directors reminds individual and club members that they are solely responsible for interpreting any federal, state, and local laws, orders, guidelines, administrative rules, or other instruments carrying the weight of law and implementing any required operational procedures to ensure full compliance as required. Clubs are encouraged to work with their own legal counsel or other expert advisers who are best equipped to provide insight with due consideration given to each unique set of circumstances.
Michigan Swimming does not currently, and does not intend to at this juncture, impose additional COVID-19 restrictions, guidelines, or requirements beyond those specified by local, state, or federal authorities.
As a reminder, any club who has specified that mask-wearing and/or physical distancing will be required as part of its meet announcement, COVID-19 supplemental sanctioning document, or its COVID-19 waiver and indemnification agreement with Michigan Swimming must continue to enforce those provisions unless authorization for change is granted by the Meet Sanctioning Coordinator.
Clubs who wish to amend their COVID-19 waiver and indemnification agreement with Michigan Swimming to reflect increased flexibility around mask-wearing and physical distancing may download this amendment agreement from the Michigan Swimming website, complete the required fields, and submit it to the Michigan Swimming Office. Upon receipt of a properly-executed and unaltered document by the Michigan Swimming Office, the amendment agreement will be automatically in-force.
Temporary Waiver of In-LSC Competition Requirement for Athlete Travel Fund Reimbursements
The Board of Directors adopted B.Res. 2021-05-003, providing a waiver for the 2020-2021 Short Course Yards (September 2020 - March 2021) and 2021 Long Course Meters (May 2021 - August 2021) athlete travel fund reimbursement request in-LSC competition eligibility requirement. This waiver is granted as a result of the severely-limited in-LSC competition opportunities that have been available in Michigan Swimming as a result of COVID-19. All other eligibility criteria remain in place.

Introducing the New Michigan Swimming Open Water Coordinator
The Chairman of the Board of Directors has recommended, and the Board of Directors has provided its positive advice and consent, Mr. John Fodell to fill the position of Open Water Coordinator for a term beginning immediately and concluding on December 31, 2021.

Summer 2021 Championship Meet Formats, Additional Details
The Michigan Swimming, Inc. Championship Meet Strategy Committee has been working diligently to develop in-person championship meet formats for Summer 2021. The committee has been adapting its work to be in compliance with changing local, state, and federal laws, orders, and guidelines.
With the most recent target full re-opening date set for July 1, 2021 Michigan Swimming expects to be able to release additional information on this topic in the coming weeks, accommodating as many athletes as safely possible. Your patience is appreciated as the committee works tirelessly to put together the best possible experience for athletes, coaches, and all other members of the community.

With Michigan Swimming anticipating a full return to standard operating procedures on September 1, 2021 and resuming its activities to enhance the sport of swimming for all of our members, Michigan Swimming seeks volunteers to fill various open positions:
