Official rule regarding the use of kinesio tape:
This rule will be enforced at all of the upcoming Meets as noted below.

It has been stated at Nationals that the only tape that may be used by an athlete is to close a wound. It has also been stated that if an athlete is wearing tape because of an injury that the athlete is then not well enough to swim.

Below is what I received from Dan McAllen III the USA Rules and regulations Chair.

RULES AND REGULATIONS CHAIRMAN: FEBRUARY 1, 2011

Kinesio tape is performance enhancing. It is even advertised by the maker as performance enhancing. Obviously, that makes it illegal. You correctly pointed out that the language of rule 102.8.1E gives the Referee the final word on what tape may be used by the athlete. My guess is that there are Referees who will approve the use of Kinesio tape. However, its use should not be approved, and the Referee should simply tell the coach or athlete that its use violates rule 102.8.1. This is an item that should be covered in the pre-meet meeting, so everyone has an opportunity to know the position of the Referee, and so the coach and athlete will have adequate opportunity to address the injury issue in a manner that is legal under the rules.
