Covid-19 Ontario Vaccine Mandate  - Key Information:

UPDATE: September 15, 2021

On September 14, 2021 the Ontario Ministry of Health released the Proof of Vaccination Guidance for Businesses and Organizations under the Reopening Ontario Act.  The link to the full PDF can be found below.

This guidance document provides information on exemptions to the Provincial proof of identification and proof of vaccination against COVID-19 requirements under O. Reg. 364/20.

Under Section D, it states that the proof of identification and proof of vaccination against COVID-19 requirements under O. Reg. 364/20 do not apply to:

d) Patrons under 18 years of age who are entering the indoor premises of a facility used for sports and recreational fitness activities solely for the purpose of actively participating in an organized sport, in accordance with the guidance below and in Appendix A:

The exemption relating to youth under 18 years of age actively participating in indoor organized sport applies to training, practices, games and competitions. Examples of an organized sport for which the exemption applies include:

  • sports leagues
  • organized pick-up sports
  • dance classes
  • martial arts
  • swimming classes

The exemption does not apply to youth who are spectators at sporting events. Nor does the exemption apply to youth who are using a gym or other area with exercise equipment or weights unless actively participating in an organized sport.

Proof of being fully vaccinated against COVID-19 and proof of identification (or proof of being entitled to another exemption) is required for patrons 18 years and older, including parents or guardians of youth actively participating in an organized sport. Businesses or organizations should establish processes to ensure compliance with this requirement, including processes to ensure compliance with this requirement when a business or organization is uncertain whether a patron is under 18 years of age. Proof of identification and proof of being fully vaccinated is not required for workers or volunteers, including coaches and officials.

This updated information differs from the information recently released from both MPAC and TPASC which was emailed to RHAC members on September 13th (see below). At this time we have not received any new information or updates from MPAC, TPASC or Swim Ontario.

We will continue to update this page with additional information as it becomes available.

September 13, 2021

The Ontario Provincial government recently announced that as of September 22, 2021 everyone in Ontario who is 12+ years of age will need to provide proof of vaccination to access certain businesses and settings.

With this recent Provincial announcement, as of September 22, 2021, the Markham Pan Am Centre & the Toronto Pan Am Sports Centre, two key practice and competition facilities for many clubs including RHAC and Swim Ontario, will require proof of vaccination for entry.  As of September 13, we have not heard if the City of Richmond Hill will also require proof of vaccination.

As of September 22, 2021 anyone entering both the Markham Pan Am Centre (MPAC) or the Toronto Pan Am Sports Centre (TPASC) who is over the age of 12 will be required to be fully vaccinated and provide proof of vaccination status and proof of identity. Exemptions only for participants and visitors under the age of 12 or with the presentation of valid medical exemption documentation.

Please note that “fully vaccinated” means that two weeks have passed since the 2nd dose of an approved vaccine has been received. Youth members that are currently 11 and will be turning 12 in 2021 are eligible for their vaccinations.  Once they turn 12 they will not be allowed to enter the facility until they are fully vaccinated. All other COVID-19 health and safety measures remain in place including daily screening/check-in on arrival, mandatory masks, hand sanitizing and social distancing. The official City of Markham and the Toronto Pan Am Sports Centre communication is attached.

We have included additional information below from MPAC, TPASC, Swim Ontario and the Province of Ontario. We will update this page with additional information as it becomes available. Please check back often for the latest updates.

An enhanced digital vaccine receipt that features a QR code will be available by the Province of Ontario as of October 22, 2021, but until then, coaches, officials and swimmers age 12+ will need to show printed proof to enter MPAC and TPASC.

Here’s what to do:

If your swimmer is 12+ years of age and fully vaccinated:
You can find your child’s vaccination receipt(s) in the emails you received after BOTH doses, OR download your vaccine receipt from the provincial booking portal OR call the Provincial Booking Line at 1-833-943-3900. Please print a copy of your swimmer’s vaccination receipts along with their ID (health card) and secure it inside a Ziplock or clear waterproof bag. Your swimmer will need to present this EVERY TIME they enter the facilities.

If your swimmer is 12+ years of age and unvaccinated:
Your swimmer will not be permitted to train at MPAC and TPASC until they are fully vaccinated. Your swimmer will only be considered fully vaccinated after receiving the full series of a COVID-19 vaccine or combination of COVID-19 vaccines approved by the World Health Organization (e.g. two doses of a two-dose vaccine series, or one dose of a single-dose vaccine series, plus 14 days from last shot). If your swimmer has a medical exemption, please print a copy of a doctor’s note and secure it inside a Ziplock or clear waterproof bag, along with a copy of their ID proof of age (health card). Your swimmer will be required to show this proof EVERY TIME they enter.
