2021-2022 Observation Request Process & Forms for High School Meets
HIGH SCHOOL MEETS: OBSERVATION PROCESS & FORMS
PLEASE READ THE FOLLOWING INFORMATION CAREFULLY AS SOME OF THE PROCESSES HAVE CHANGED TO MEET USA SWIMMING REQUIREMENTS FOR AN OBSERVED MEET.
AN OBSERVATION REQUEST FORM MUST FILLED OUT COMPLETELY AND SUBMITTED TO INDIANA SWIMMING
10-DAYS PRIOR TO THE COMPETITION.
*LATE SUBMISSIONS WILL NOT BE ACCEPTED AT THE REQUEST OF THE IHSAA.
*NOTE THE NEED FOR AN OBSERVATION IS ONLY IF THERE IS A REASONABLE CHANCE OF ACHIEVING A NATIONAL LEVEL MEET TIME STANDARDS.
An observation is NOT needed for verification to enter the Indiana Swimming state meet series (DIV, SR & AG) and Central Zone Sectionals as printed results are sufficient forms of proof of entry time at this time. Observations will be needed to serve as verified times to be loaded in the USA Swimming SWIMS database as results to enter the Pro Series, Juniors, US Open & Nationals level meets. Some national-level invites, not held in IN, and that use Online Meet Entry, may also require that a result be in SWIMS (therefore, an observation is needed).
Observations cannot be granted “after the fact”. This is similar to a sanction or approval process (see below). Please allow enough time to get your meet observed.
As per the forms below, the non-USA Swimming host organization (IHSAA) must have a minimum number of
four (4)
IHSAA Association officials
running the competition to meet USA Swimming Requirements for an observation.
Therefore, if your meet has two (2) assigned IHSAA officials, and an additional two (2) IHSAA are obtained and two (2) of the four (4) are dual certified IHSAA/USA Swimming officials,than
no
observers are needed.

f your meet has four (4) assigned IHSAA officials and
none
are dual certified IHSAA/USA Swimming officials, then, you only need to have
two (2)
additional USA Swimming officials to serve as observers at your meet.

It is to be used to request observation for verification purposes at High School meets that are NOT season-culminating championships.
Examples of meets that would need to submit Form A- Invitationals or meets with three or more teams on an individual school's calendar are not season-culminating competitions.
The observation program is NOT available for any high school dual meets or any middle school dual meets or time trials. See above opening statement that observations are not needed to enter Indiana Swimming’s championships (DIV, SR & AG).

. It is to be used to request observation for verification purposes of High School meets that are part of the progression for the season-culminating championship or the actual season-culminating championship.
Examples of meets that would need to submit
Form B -
must be a season-culminating Championships, e.g., High School League, Conference, District, Sectional, State, Regional competitions

Observation authorization for meets that are not in the qualifying progression must be requested on Request for Observation - Form A.
