Policy 220I - Assignment of Officials
At the September meeting of the MNSI Board of Directors, policy 220I was adopted to clarify the policy for assignment of lead officials (meet referee, deck referee, starter, administrative official, chief judge) for various levels of meets in the LSC.
 
Timed Final Meets (L2 Meets)
  • Assignment of the meet referee, deck referee, starter, and administrative official are the responsibility of the host club
  • All lead officials must hold L2 or L3 certification in the position which they are assigned.
  • Meet referee must be present for the whole meet unless excused by the Officials' Committee, and may hold another position on deck.
 
L2 officials  are officials who have completed all general requirements for certification, including shadow sessions, an online exam, and clinic attendance. 
 
In-Season Prelim Final Meets (L3 meets)
  • The assigned roles (meet referee, deck referee(s), starter(s), chief judge(s), administrative referee/official(s)) are the responsibility of both the Official’s Committee and host club. Host club will have a discussion with the Official’s Committee and they will choose the officials together.
  •  All lead officials must hold L3 certification in the position which they are assigned.
  • Meet referee must be present for the whole meet unless excused by the Officials' Committee, and should not hold another position on deck.
 
L3 officials  are experienced officials who regularly officiate at home and away meets who have officiated at least 10 sessions in a position, at least 5 of which must be at prelim/final and championship meets.
 
Championship Meets (MAC, MRC, State Meets - L3 Meets)
  • Assignment of the meet referee, deck referee, starter, and administrative official are the responsibility of the Officials' Committee
  • All lead officials must hold L3 certification in the position which they are assigned.
  • Meet referee must be present for the whole meet unless excused by the Officials' Committee, and should not hold another position on deck.

Policy 220H - Meet Referee Required for Sanction
Beginning April 1st, 2022 , a Meet Referee will be required for sanction for intrasquad meets, dual meets, and non-championship timed final meets of three or more teams (L2 meets). A sanction/approval shall not be issued without listing the Meet Referee. The Meet Referee shall work with the host club to recruit and confirm the remaining assigned positions of Deck Referee, Starter, and Administrative Official or Administrative Referee. 
 
For the 2021-22 short course season, teams are encouraged to identify a meet referee well in advance of the meet to provide the best possible competitive experience for swimmers, though a meet referee is not yet required for sanction.
