Anti-Bullying Policy

LMOR is committed to providing a safe, caring and friendly environment for all of our coaches and athletes and, consistent with being a USA Swimming club, adopts this anti-bullying policy.

Bullying by or against our coaches and/or swimmers divers of any kind is unacceptable at LMOR and will not be tolerated. If bullying does occur, all swimmers and parents should know that incidents will be dealt with promptly and effectively. Anyone who knows that bullying is happening is expected to tell a LMOR coach or a LMOR board member.

What is Bullying?

Generally, bullying is the severe or repeated use of oral, written, electronic or other technological expression, image, sound, data or intelligence of any nature (regardless of the method of transmission), or a physical act or gesture, or any combination thereof, directed at an athlete that to a reasonably objective person has the effect of:

  • causing physical or emotional harm to an athlete or damage to an athlete’s property
  • placing the athlete in reasonable fear of harm to himself/herself or of damage to his/her property
  • creating a hostile environment for an athlete at any practice, USA Swimming, SAL or LMOR activity
  • materially and substantially disrupting the training process or the orderly operation of any USA Swimming, SAL or LMOR activity (which for the purposes of this section shall include, without limitation, practices, workouts and other events of a USA Swimming club and/or SAL)

Reporting Procedure

An swimmer and/or diver who feels that he or she has been bullied is asked to do one or more of the following things:

  • Talk to your parents;
  • Talk to a LMOR coach or LMOR board member;
  • Write a letter or email to a LMOR coach or board member;
  • Make a report to the USA Swimming Safe Sport staff.

Please contact the individual(s) with whom you feel the most comfortable.

There is no express time limit for initiating a complaint under this procedure, but every effort should be made to bring the complaint to the attention of a LMOR coach or LMOR board member as soon as possible to make sure that memories are fresh and behavior can be accurately recalled and the bullying behavior can be stopped as soon as possible. In response to a report, LMOR will take appropriate steps to inquire, investigate and stop any bullying or other inappropriate conduct and will take such other action as appropriate to remedy the situation

Electronic Communication Policy

LMOR recognizes the prevalence of social media in today’s world. Many of our swimmers use these means as their primary method of communication. While LMOR acknowledges the value of these methods of communication, LMOR also realizes that there are associated risks that must be considered when adults use these methods to communicate with minors.

All communications between a coach or other adult and an athlete must be professional in nature and for the purpose of communicating information about team activities. The content and intent of all electronic communications must adhere to the USA Swimming Code of Conduct regarding Athlete Protection.

For example, as with any communication with an athlete, electronic communication should not contain or relate to any of the following:

  • drugs or alcohol use;
  • sexually oriented conversation; sexually explicit language; sexual activity;
  • the adult’s personal life , social activities, relationship or family issues, or personal problems; and
  • inappropriate or sexually explicit pictures
  • Note: Any communication concerning an athlete’s personal life, social activities, relationship or family issues or personal problems must be transparent, accessible and professional.

Whether one is an athlete, coach, board member or parent, the guiding principle to always use in communication is to ask: “Is this communication something that someone else would find appropriate or acceptable in a face---to---face meeting?” or “Is this something you would be comfortable saying out loud to the intended recipient of your communication in front of the intended recipient’s parents, the LMOR coaching staff, LMOR board, or other athletes?”

With respect to electronic communications, a simple test that can be used in most cases is whether the electronic communication with swimmers is Transparent, Accessible and Professional.

Transparent: All electronic communication between coaches and athletes should be transparent. Your communication should not only be clear and direct, but also free of hidden meanings, innuendo and expectations.

Accessible: All electronic communication between coaches and athletes should be considered a matter of record and part of LMOR’s records. Whenever possible, include another coach or parent in the communication so that there is no question regarding accessibility.

Professional: All electronic communication between a coach and an athlete should be conducted professionally as a representative of LMOR. This includes word choices, tone, grammar, and subject matter.

Coaches may have personal Facebook (or other social media site) pages, but they are not permitted to have any athlete member of LMOR join their personal page as a “friend.” A coach should not accept any “friend” request from an athlete. In addition, the coach should remind the athlete that this is not permitted. Coaches and athletes are not permitted to “private message” each other through Facebook. Coaches and athletes should not “instant message” each other through Facebook chat or other IM methods.

LMOR has an official Facebook page that athletes and their parents can “friend” for information and updates on team---related matters. Coaches are encouraged to set their pages to “private” to prevent athletes from accessing the coach’s personal information.

LMOR has an official Instagram page that athletes and their parents can “follow” for information and updates on team---related matters. 

LMOR has an official Twitter page that coaches, athletes and parents can follow for information and updates on team---related matters. Coaches and athletes may follow each other on Twitter. Coaches cannot re-tweet an athlete message post. Coaches and athletes are not permitted to “direct message” each other through Twitter.

Subject to the general guidelines mentioned above, texting is allowed between coaches and athletes during the hours from 7 a.m. until 9 p.m. Texting only shall be used for the purpose of communicating information directly related to team activities.

Athletes and coaches may use email to communicate between the hours of 7 a.m. and 9 p.m. When communicating with an athlete through email, a parent, another coach, or a board member must also be copied.

The parents or guardians of an athlete may request in writing that their child not be contacted by coaches through any form of electronic communication.

Team Travel Policy

  1. Regardless of gender, a coach shall not share a hotel room or other sleeping arrangement with an athlete unless the coach is the parent, guardian, sibling, or spouse of that particular athlete.

  2. Team managers and chaperones must be members of USA Swimming and have successfully passed a USA Swimming-required criminal background check.

  3. When only one athlete and one coach travel to a competition, the athlete must have his/her parent’s (or legal guardian’s) written permission in advance to travel alone with the coach.

  4. In connection with team travel, additional guidelines will be provided to team members

Misconduct Reporting Policy

USA Swimming Reporting Procedure

  1. It is every member’s responsibility to promptly report any incident regarding sexual misconduct by a member as described above to USA Swimming’s Athlete Protection Officer. Reporting must occur when an individual has firsthand knowledge of misconduct or where specific and credible information has been received from a victim or knowledgeable third party. Pennsylvania state reporting laws must also be observed.

  2. No member shall retaliate against any individual who has made a good faith report under this policy.

  3. False reporting of sexual misconduct made in bad faith is prohibited.

  4. Neither civil nor criminal statutes of limitation apply to reports of cases of sexual abuse



As a parent/guardian of a swimmer at Lower Moreland Swim and Dive Team, I will abide by the following guidelines at all team practices, team meets, and team events:

1. I will practice teamwork with all parents, swimmers, meet workers and coaches by volunteering for meets when needed and encouraging others to do the same for the good of the team.

2. I will not coach or instruct the team or any swimmer at a practice or at meets (from the stands or any other area). This interferes with coaches on the pool deck. I recognize that the LMOR Coaches are professionals and I will allow them to coach my child without interference.

3. I will be a good role model by conducting myself in a manner that Honors the Sport: showing respect for the rules, the officials, the opponents, the teammates and myself.

4. I will maintain self-control at all times. I will know my role: Let the Swimmers Swim, Coaches Coach, Officials Officiate, and Parents Support.

5. I understand that criticizing, name-calling, use of abusive language or gestures directed toward the coaches, officials, other parents and/or spectators and/or any participating swimmer will not be tolerated, and I may be asked to leave the program.

6. I will enjoy my involvement with the Lower Moreland Swim and Dive Team by supporting the swimmers, coaches and other parents with positive communication and actions. I understand that my concerns should be addressed with the appropriate Board representative or swim coaches privately; i.e., coaches should not be approached during practice or at swim meets.

7. During swim competitions, I will address any questions or concerns regarding decisions made by meet officials to either a member of the coaching staff or team rep, and not to meet officials.

Sanctions: Should I conduct myself in a way that brings discredit or discord to the Lower Moreland Swim and Dive Program, I voluntarily subject myself to disciplinary action. The LMOR Board maintains the right to terminate any swimmer’s registration in the program with cause in the interest or our vision, mission, and objectives.


Expected behavior at all LOR activities (e.g., meets, practice, team events):

1. Honor the Sport: Respect Rules, Opponents, Officials, Teammates, and Self.
2. Arrive promptly and fully prepared to all practices and meets. For practices: with swim gear and required swim equipment. For meets: in LMOR team gear and team suits (tech suits are prohibited without prior coach approval).
3. Always practice and teach good sportsmanship.
4. Promote positive high team spirit and morale.
5. Offer congratulations to my opponents, win or lose, and cheer on my teammates.
6. Be a responsible goodwill ambassador between the sport of swimming and the public, as well as representing the Lower Moreland Swim and Dive Team in the appropriate manner.  

Prohibited behavior at all LMOR activities (e.g., meets, practice, team events):

1. Use of alcoholic beverages, illegal drugs or chemical substances
2. Smoking or other use of tobacco products
3. Destructive behavior, including defacing property
4. Inappropriate or unruly behavior, including failure to adhere to team standards
5. Theft of any kind
6. Inappropriate use of cell phones in locker rooms (i.e. no photographs)
7. Inappropriate language or disrespectful behavior of any kind

LMOR- SAL Swimmer Behavior Policy

Respect and kindness must be shown to all teammates, coaches, parents, LMOR coaching staff and members.

1. Upon first offense, the swimmer will be given a warning and may be asked to sit separated from his/her teammates for 5 minutes.

2. Upon second offense, the swimmer will be asked to sit separated from his/her teammates for 10 minutes and the head coach will be notified of the issue.

3. Upon third offense, the swimmer will be asked to leave the LMOR activity. The head coach will be notified and the head coach will notify the parents/guardians of the issue.



I. Requirement to Use Locker Room or Changing Area 

The designated locker room or changing area must be used when an athlete or Applicable Adult changes, in whole or in part, into or out of a swimsuit when wearing just one suit (e.g., deck changing is prohibited). 

II. Use of Recording Devices

Use of any device’s (including a cell phone’s) recording capabilities, including voice recording, still cameras and video cameras in locker rooms, changing areas, or similar spaces by a minor athlete or an Applicable Adult is prohibited. 

III. Undress

An unrelated Applicable Adult must not expose his or her breasts, buttocks, groin or genitals to a minor athlete under any circumstance. An unrelated Applicable Adult must not request an unrelated minor athlete to expose the minor athlete’s breasts, buttocks, groin or genitals to the unrelated Applicable Adult under any circumstance. 

IV. One-on-One Interactions

Except for athletes on the same team or athletes attending the same competition, at no time are unrelated Applicable Adults permitted to be alone with a minor athlete in a locker room or changing area, except under emergency circumstances. If the organization is using a facility that only has a single locker room or changing area, separate times for use by Applicable Adults must be designated. 

V. Monitoring 

The club must regularly and randomly monitor the use of locker rooms and changing areas to ensure compliance with this Policy. Locker rooms and changing areas may be monitored by use of the following methods: 

a. Conducting a sweep of the locker room or changing area before athletes arrive; 

b. Posting staff directly outside the locker room or changing area during periods of use; 

c. Leaving the doors open when adequate privacy is still possible; and/or d. Making occasional sweeps of the locker rooms or changing areas with women checking on female locker rooms and men checking on male locker rooms. Every effort must be made to recognize when a minor athlete goes to the locker room or changing area during practice and competition, and, if the minor athlete does not return in a timely fashion, to check on the minor athlete’s whereabouts. 

VI. Legal Guardians in Locker Rooms or Changing Areas 

Legal guardians are discouraged from entering locker rooms and changing areas. If a legal guardian does enter a locker room or changing area, it must only be a same-sex legal guardian and the legal guardian should notify a coach or administrator in advance.


Minor Athlete Abuse Prevention Policy (MAAPP) USA Swimming member clubs and LSCs are required to implement this Minor Athlete Abuse Prevention Policy in full. The Minor Athlete Abuse Prevention Policy must be reviewed and agreed to in writing by all athletes, parents, coaches and other non-athlete members of member clubs on an annual basis with such written agreement to be retained by the club.

This Policy addresses risk areas that present opportunities for abuse to occur. The Policy covers five (5) areas:

  1. One-on-one Interactions***
  2. Travel: Local & Team
  3. Social Media & Electronic Communication
  4. Locker Rooms & Changing Areas
  5. Massages & Rubdowns



***MAAPP One-on-One Interactions Policy & FAQ's

I. Observable and Interruptible 

One-on-one interactions between a minor athlete and an Applicable Adult (who is not the minor’s legal guardian) must occur at an observable and interruptible distance from another adult unless meeting with a Mental Health Care Professional and/or Health Care Provider (see below) or under emergency circumstances. 

II. Meetings

a. Meetings between a minor athlete and an Applicable Adult may only occur if another adult is present and where interactions can be easily observed and at an interruptible distance from another adult, except under emergency circumstances. 

b. If a one-on-one meeting takes place, the door to the room must remain unlocked and open. If available, it must occur in a room that has windows, with the windows, blinds, and/or curtains remaining open during the meeting. 

c. Meetings must not be conducted in an Applicable Adult or athlete’s hotel room or other overnight lodging location during team travel. 

III. Meetings with Mental Health Care Professionals and/or Health Care Providers 

If a Mental Health Care Professional and/or Health Care Provider meets with a minor athlete in conjunction with participation, including at practice or competition sites, a closed-door meeting may be permitted to protect patient privacy provided that: 

a. The door remains unlocked; 

b. Another adult is present at the facility; 

c. The other adult is advised that a closed-door meeting is occurring; and d. Written legal guardian consent is obtained in advance by the Mental Health Care Professional and/or Health Care Provider, with a copy provided to the club. 

IV. Individual Training Sessions [Recommended] 

Individual training sessions outside of the regular course of training and practice between Applicable Adults and minor athletes are permitted if the training session is observable and interruptible by another adult. Legal guardians must be allowed to observe the training session.

The USA Swimming Minor Athlete Abuse Protection Policy (MAAPP) has five parts. This resource is intended to provide information regarding implementing the One-on-One Interactions section of the policy. 

One-on-One Interactions 

One-on-One Interactions present a risk for an Applicable Adult to abuse a minor athlete or initiate grooming behaviors to do so. This portion of the policy sets the expectation that if a one-on-one interaction occurs, it is done in a way that is observable and interruptible by another adult. 

Meetings: In swimming, meetings between adults and minors are common. MAAPP requires that another adult be present AND that the meeting be in a location that is easily observed and interruptible. USA Swimming has recommended a similar concept, two-deep leadership, as a best practice for years. Now, two-deep leadership is not recommended, it is required. 

Private Instruction: Legal guardians often hire coaches to give private lessons to their minor athlete. A private lesson is a one-on-one interaction between an Applicable Adult and a minor athlete but it is not a one-on-one interaction occurring in the course of team practices or USA Swimming events and activities. USA Swimming recommends that individual training sessions be observable and interruptible by another adult and the that minor athlete’s legal guardian be allowed to observe the session. This is the only piece of the One-on-One Interactions section that is recommended and not required. 

Frequently Asked Questions 

Q: What does observable and interruptible mean? 

A: Observable and interruptible means that the interaction takes place in such a way that another adult can see all the interactions that are happening AND another adult can interrupt the interaction if he or she observes a questionable behavior in the moment that it is occurring. That interruption could include a physical interruption and/or a vocal interruption. 

Q: What does “except under emergency circumstances” mean? 

A: An example of an emergency circumstance could include an individual experiencing a medical emergency leaving an Applicable Adult and a minor athlete without another adult in an observable and interruptible distance. 

Q: Can a lifeguard serve as the second person within an observable and interruptible distance? 

A: Yes, if the lifeguard is an adult and can completely observe the interaction and interrupt in the moment. However, remember that a lifeguard’s responsibility is to those in the pool and accordingly likely will not be able to observe or interrupt a one-on-one interaction. 

Q: Is a telephone call considered to be a one-on-one interaction? 

A: Yes. Therefore, a telephone call between an Applicable Adult and a minor athlete must be observable and interruptible by another adult. A duration of a telephone call made during an emergency circumstance must be consistent with the type of emergency.

USA Swimming Code of Conduct ARTICLE 305   CODE OF CONDUCT  304.1 The mission of USA Swimming is to encourage participation and the pursuit of excellence  in all aspects  of swimming. USA Swimming grants the privilege of membership to individuals and organizations committed  to that mission. The privilege of membership may, therefore, be withdrawn or denied by USA Swimming at  any time where USA Swimming determines that a member or prospective member's conduct is inconsistent  with the mission of the organization or the best interest of the sport and those who participate in it.  In order to assist all members to better serve the interests of those who participate in swimming, USA  Swimming has adopted this Code of Conduct.  304.2 Any member, former member, or prospective member of USA Swimming is subject to the jurisdiction of  the Board of Review. Any member, former member, or prospective member of USA Swimming may be denied  membership, censured, placed on probation, suspended for a definite or indefinite period of time with or  without terms of probation, fined or expelled from USA Swimming for life if such person violates the  provisions of the USA Swimming Code of Conduct, set forth in 304.3, or aids, abets or encourages another  person to violate any of the provisions of the USA Swimming Code of Conduct. USA Swimming shall initiate an  investigation of any former member of USA Swimming when a report required under 306.1 is received.  304.3 The following shall be considered violations of the USA Swimming Code of Conduct:  Measures to be adjudicated by the USA Swimming National Board of Review  .1 Violation of the right to compete provisions set forth in Article 301.  .2 Discrimination in violation of the Amateur Sports Act which requires that USA Swimming must provide an  equal opportunity to athletes, coaches, trainers, managers, administrators, and officials to participate in the  sport of swimming. Athletes must be allowed to participate and compete to the fullest extent allowed by the  Rules and Regulations. Discrimination against any member or participant on the basis of age, gender, race,  ethnicity, culture, religion, sexual orientation, gender expression, genetics, mental or physical disability, or any  other status protected by federal, state or local law, where applicable, is prohibited.  .3 Violation of any of the Athlete Protection Policies set forth in Article 305.  .4 Violation of any of the Sexual Misconduct Reporting Requirements set forth in Article 306 or the  Prohibitions against Retaliation for Good Faith Reporting of Abuse set forth in Article 307.  .5 Conviction of, imposition of a deferred sentence for, or any plea of guilty or no contest at any time, past or  present, or the existence of any pending charges, for (i) any felony or (ii) any offense involving use, possession,  distribution or intent to distribute illegal drugs or substances.   6. The sale or distribution of illegal drugs or the illegal sale or distribution of any substance listed on FINA's  recognized list of banned substances.  .7 The use of illegal drugs in the presence of an athlete, by a coach, official, trainer, or a person who, in the  context of swimming, is in a position of authority over, that athlete.  .8 The providing of alcohol to an athlete by a coach, official, trainer, manager or any other person where the  athlete is under the legal age allowed to consume or purchase alcohol in the state where the alcohol is  provided.  .9 The abuse of alcohol in the presence of an athlete under the age of eighteen (18), by a coach, official,  trainer, or a person who, in the context of swimming, is in a position of authority over that athlete.  .10 For any USA Swimming member club or coach to knowingly:  A. allow any person who has been sanctioned with a membership suspension by the Center for SafeSport  or USA Swimming to coach or instruct any of its athlete members,  B. aid or abet coaching or instruction of athletes by any person who has been sanctioned  with a membership suspension by the Center for SafeSport or USA Swimming or  C. allow any person who has been sanctioned with a membership suspension by the Center for SafeSport  or USA Swimming to have an ownership interest in such USA Swimming club or its related entities.  Measures to be adjudicated by the USA Swimming Zone Boards of Review  .11 Any act of fraud, deception or dishonesty in connection with any USA Swimming‐related activity.  .12 Any non‐consensual physical contact, obscene language or gesture, or other threatening language or  conduct directed towards any meet official and which is related to any decision made by such official in  connection with a USA Swimming sanctioned competition.  .13 Action, other than through general advertising, by a coach, owner, officer, volunteer, representative, or  employee of a swim club, or a USA Swimming or LSC employee, either through direct contact with an athlete  or the encouragement of others, to recruit or otherwise encourage an athlete who is already a member of a  USA Swimming member swim club to leave that club, unless the acting party receives prior written approval to  recruit or encourage the athlete to change affiliation from the designated club representative of the athlete's  existing USA Swimming‐member swim club or contact is initiated by the athlete, the athlete's parent or  authorized representative. General advertising includes any information that is:    A. Distributed to an identifiable general population where there is a reasonable expectation that the  majority of that population are not current members of USA Swimming, or  B. Placed in or on any item that is sold.  In the event of a violation of this section, a sanction may be imposed against any coach, owner, officer,  volunteer, representative or employee of a swim club, or against any such club, or any combination thereof, as  appropriate.  .14 Violation of any team misconduct rule as established by the USOC, USA Swimming, any Zone or LSC team  authority.  .15 Any other material and intentional act, conduct or omission not provided for above, which is detrimental  to the image or reputation of USA Swimming, a LSC or the sport of swimming.  Measure to be adjudicated by the U.S. Anti‐Doping Agency  .16 Violation of the anti‐doping provisions set forth in 303.3. Measure to be adjudicated by the U.S. Center for SafeSport  .17 Violation of the SafeSport Code. [See page xxx]  ARTICLE 305  ATHLETE PROTECTION POLICIES  The following policies related to Athlete Protection are mandatory components of the USA Swimming  Code of Conduct:  305.1 Inappropriate touching between an athlete and an adult non‐athlete member or Participating Non‐ Member (as defined in 401.1) is prohibited, including, but not limited to, excessive touching, hugging, kissing,  and having an athlete sit on a non‐family member adult’s lap.  305.2 Any inappropriate sexual conduct or advance, or other inappropriate oral, written, visual, or physical  conduct of a sexual nature at any time, past or present toward any person under the age of eighteen (18) by (i)  a coach member or other non‐athlete member, or (ii) any other adult participating in any capacity whatsoever  in the activities of USA Swimming (whether such adult is a member or not) is prohibited.  305.3 Any rubdown or massage performed on an athlete by any adult member or Participating Non‐Member,  excluding the spouse, parent, guardian, sibling, or personal assistant of such athlete, is prohibited unless such  adult is a licensed massage therapist or other certified professional. Any rubdown or massage performed at a  swim venue by a licensed professional must be conducted in open/public locations and must never be done  with only the athlete and licensed massage therapist in the room. Even if a coach is a licensed massage  therapist, the coach shall not perform a rubdown or massage of an athlete under any circumstances.  305.4 Use of audio or visual recording devices, including a cell phone camera, is not allowed in changing areas,  rest rooms or locker rooms.  305.5 Employees and volunteers of USA Swimming, Zones, LSCs and member clubs who interact directly and  frequently with athletes as a regular part of their duties and individuals with any ownership interest in a  member club must be non‐athlete members of USA Swimming and satisfactorily complete criminal  background checks as required by USA Swimming. This does not apply to volunteers such as timers, marshals,  computer operators, etc., who only have limited contact with athletes during a meet. Any individual who is  banned, currently suspended or ineligible for membership is prohibited from serving as a timer, marshal, or  computer operator, or otherwise being on deck at any time in connection with a USA Swimming activity.  305.6 TRAVEL  .1 Regardless of gender, a coach shall not share a hotel room or other sleeping arrangement with an athlete  unless the coach is the parent, guardian, sibling, or spouse of that particular athlete.  .2 Team managers and chaperones must be members of USA Swimming and have successfully passed a USA  Swimming‐required criminal background check.  .3 When only one athlete and one coach travel to a competition, the athlete must have his/her parent's (or  legal guardian’s) written permission in advance to travel alone with the coach.  .4 Clubs and LSCs shall develop their own travel policies. USA Swimming will provide a model club travel policy  as an example. Club travel policies must be signed and agreed to by all athletes, parents, coaches and other  adults traveling with the club.  305.7 Clubs shall establish their own action plans for implementing USA Swimming’s anti‐bullying policy. USA  Swimming shall provide a model plan as an example which shall serve as the default for any club that fails to  establish its own plan. Club anti‐bullying plans must be reviewed and agreed to annually by all athletes,  parents, coaches and other non‐athlete members of the club.  305.8 Clubs shall establish their own electronic communication/social media policy. USA Swimming  shall provide a model policy as an example, which shall serve as the default for any club  that fails to establish its own policy. Club electronic communication policies should be reviewed  and agreed to annually by all athletes, parents, coaches and other non‐athlete members of the  club.  ARTICLE 306  SEXUAL MISCONDUCT REPORTING REQUIREMENTS  306.1 It is every member’s responsibility to promptly report any incident regarding sexual misconduct by a  member as described in the SafeSport Code for the U.S. Olympic and Paralympic Movement to the U.S. Center  for SafeSport. Reporting must occur when an individual has firsthand knowledge of misconduct or where  specific and credible information has been received from a victim or knowledgeable third party. Various state  laws may also require reporting to law enforcement or to a designated child protection agency.  306.2 Filing a knowingly false allegation of sexual misconduct is prohibited and may violate state  criminal law and civil defamation laws. Any person making a knowingly false allegation of sexual  misconduct shall be subject to disciplinary action by USA Swimming.  306.3 Neither civil nor criminal statutes of limitation apply to reports of cases of sexual abuse.  3  ARTICLE 307  PROHIBITIONS AGAINST RETALIATION FOR GOOD FAITH REPORTING OF ABUSE  307.1 No Member shall retaliate against any individual who has made a good faith report under 306.1 or  304.3.17.  307.2 For the purposes of 307.1, there shall be a rebuttable presumption that any adverse action regarding  the employment, membership, or other material rights of an individual who has made a good faith report  under 306.1 or 304.3.17 within 90 days of a report is retaliatory. An adverse action includes, without
