Certified MDSI Meet Director Requirements

Certified MDSI Meet Entry Director Requirements

  • Register as a Non-Athlete with MD/USA Swimming, completing the Level 2 Background Check (,  Athlete Protection Training ( and Concussion Protocol Training (
  • Pass the MDSI Meet Entry Director’s Online Test with a score of 80% or above (returning Meet Entry Directors must take every 2 years)
  • No later than 90 Days prior to processing first meet entries, contact a MD Swimming Certified Meet Entries Mentor. (Use contact form below to get names and contact information for current approved mentors).
  • Do not process or enter any entries until initial approval and direction is received from entries Mentor. Mentor will oversee entire entry process from first entry receipt until entries are turned over to Meet Director.
  • Mentor will notify MD Swimming office when new entries director is certified.
  • Must be re-certified every 2 years.

  • Register as a Non-Athlete with USA/MD Swimming, completing the Level 2 Background Check (, the Athlete Protection Training (, the Safe Sport Training for Parents (, and Concussion Protocol Training (
  • Review the Emergency Action Plan that covers the facility and/or the meet, with the meet marshals. The Referee may perform this briefing, but it must be done by either the Meet Referee or the Meet Operational Risk Director before the meet starts. It is the responsibility of the Meet Safety Director to know the plan and assure that the briefing is done with all marshals before each session.
  • Maintain the name and contact number for the Certified Pool operator who will be on site for each session.
  • Maryland law requires that any pools that are being used are properly guarded by certified lifeguards. Coaches who are lifeguards cannot do both simultaneously, they must either “coach” or “lifeguard”. Obtain the guard plan for each body of water for each session before the meet starts. Make sure throughout the meet, that the exact plan is being followed.
  • Know the posted occupancy limit of the natatorium, including the pool deck. What steps will be taken to prevent exceeding this limit during the meet, if necessary? This plan shall be coordinated between Meet Operational Risk Director and Meet Referee before the start of the meet. Both the Meet Referee and Meet Safety Director have the authority to remove people from the venue due to overcrowding or to disruptive behavior.
  • Know where the nearest land line phone is, and its number.
  • Inventory the safety equipment to be sure all of the needed items are easily accessible. Know where the First Aid Kit, AED, emergency oxygen and body boards are.
  • If there is an obvious violation of the Safety Plan (i.e., no lifeguards on deck, main drains not visible, no power, therefore no filtration or disinfection, no Marshals present at each of the appointed positions, visible damage to the facility resulting in an obvious hazard etc..)
  • Meet Operational Risk Checklist continuously followed and maintained.

Meet Operational Risk Checklist to be signed by Meet Operational Risk Director and submitted to the Meet Director at the end of the meet. This Checklist shall be included in the mandatory filing of all post-meet accounting forms.

Maryland Swimming has the authority to remove anyone from the position of Meet Operational Risk Director or Head Meet Marshal, with due process.
