Minutes of Board of Directors Meeting

Held on March 13, 2011 at the Wichita Swim Club, Wichita KS

Board Members in attendance: Mike Ballard, Scott Bliss, Brad Bond, David Bucholtz, Dave Carpenter, Amanda Cook, Zach Devine, Philip Garverick, Tom Kleiboeker, Mary Jo Klier, James Kuhlman, Patrick Norman, Joe Ogilvie, Dulcy Sellon, Ed Wojtowicz.

Others in attendance: Eric Edwards, Katie Idbeis, Todd Kramer, Candace Pearson, Tony Portela, Clarke Stokes.

Dave Carpenter called the meeting to order at 1:15 pm. He asked for a motion to accept the minutes from the Missouri Valley October, 2010 Board of Directors meeting as posted on the website. Scott Bliss made the motion to accept the minutes as posted; Patrick Norman seconded the motion and all voted aye.

Dave stated that the Board would consider two issues before examining the proposed meet schedule. The first is a proposal to increase the meet entry fees from $3.50 per individual event to $4.50 per event and from $5.00 per relay entry to $7.00 per relay entry. The Board can propose the fee and then take the new fee increase to the House of Delegates for approval in April. Scott Bliss made the motion to increase the entry fees as stated and Clark Stokes seconded the motion. Discussion on the issue revealed that the last increase occurred in 2006 and that this increase would go into effect on September 1, 2011. Coaches stated that the newer pools which we want to use for meets cost more for host clubs to use so the fee increase would allow clubs to host meets at the newer and safer pools. The vote was called and all voted aye.

The second issue is a proposal to increase seasonal athlete registration fees to $35.00. The current seasonal registration fee is $30.00, of which USA Swimming receives $27.00 and MVS receives $3.00. Missouri Valley increased the full-year athlete registration fees to $55.00 on January 1, 2011 and receives $8.00 from the registration while USA Swimming receives $47.00. USA Swimming will increase the registration fees for all swimmers $1 a year until they receive $50.00 for full-year swimmers and $30.00 for seasonal swimmers. By increasing our seasonal registration fee to $35.00 Missouri Valley will be receiving $5.00 from both types of registrations when the annual USA Swimming registration increases are complete. The proposal would increase the seasonal registration fee to $35.00 in 2012. Ed Wojtowicz made the motion to increase the seasonal registration fee to $35.00 in 2012; Mike Ballard seconded the motion and all voted aye. This proposed increase will be taken to the House of Delegates at its April Meeting.

The Board next discussed the Preliminary Meet Schedule for Short Course 2011-2012 and Long Course 2012. Changes to the schedule will be considered as proposed amendments. The preliminary schedule has five bidders for the Level II meet in December, 2011. It is proposed that the meets be awarded as the South meet to Wichita Aquashocks, the West meet to the Lawrence Aquahawks, and the East meet to Tsunami Swim Team. The Division II meets in February would be awarded to Kansas City Blazers at the Lee's Summit pool, Tsunami Swim Team at the Henley pool and Wichita Swim Club. The Division I championship in March would go to Topeka Swim Association. The Long Course preliminary meet schedule had three bidders for the first weekend in June. It was proposed to award two meets on that weekend to Wichita Swim Club and Topeka Swim Association. The Dad’s Day Dunk and CSC Summer invitational will be held June 15 to 17. There were four bidders for the Long Course Division II meet. It is proposed to award one to Hutchinson Y Swim Club and they would withdraw their bid for the Salt City Splash from the preceding weekend. The other Division II meet would be awarded to Ad Astra Area Aquatics, and Emporia Aquatic Club would receive an ABC meet on the preceding weekend. Clark Stokes made the motion to accept these changes and present this meet schedule to the House of Delegates. Amanda Cook seconded the motion and all voted aye.

Philip Garverick, Senior Vice Chair, began a discussion on the format and calendar date for the Missouri Valley championship meets. Dave Carpenter asked whether the coach committee with oversight from the Age Group and Senior Vice Chairs should be the primary determiners of the championship meet schedule and format. Todd stated that a survey of meet improvements had been done. The coaches agreed to meet the morning of the April Missouri Valley Spring Meeting and create a proposal for meet improvement. Dave suggested that the Board of Directors meet at 8:30 am on April 16th, that coaches start their meeting at 10:00 am, and the House of Delegates start at 2:00 pm.

The meeting adjourned at 2:15 pm.
