*  Fastsuit questions/thoughts:

What is a fast suit (also known as kneeskins, technichal suits)?

Answer--high end racing suits designed to work with a swimmers' muscles/body to optimize performance.  These suits--in general--are worn by experienced swimmers for high-end meets (Senior squads).  There are exceptions. These suits are not required.

When do I need a technical suit?

Answer: when the athlete, their parents and their coach decide they need a technical suit.

When do I wear a technical suit?

Answer: when your coach tells you a meet is appropriate for a technical suit.

Are there other racing suits that aren't "technical suits"?

Answer: Yes.  Arena has a tank technical suit (powerskin classic 90) that is an appropriate alternative, esp for AG 1, in addition to a youth technical suit priced more affordably than some tech suits. Speedo has a tank version, as well.
