Short-Term Financial Hardship Assistance [Revised 12/98, 09/03, 03/11, 7/12]

Intent and Philosophy Statement

Swimming is a life-long sport. Sportsmanship, discipline, work ethic, leadership and personal goal setting are fostered by participation in competitive swimming, and additionally by the Corvallis Aquatic Team. The intent of the Board of Corvallis Aquatic Team in establishing this Financial Hardship Assistance is to help support the above stated philosophy. Any team member meeting the selection criteria is eligible to be considered for Financial Hardship Assistance.

Selection Committee Membership

The selection committee will consist of a CAT board member as chair, one additional board member, and one volunteer non-board member. The non-board member will be a CAT parent and/or CAT Masters Swimmer and/or CAT alumni parent.  The committee members will be appointed by the three CAT presidents and serve for two years. Terms will be such that two members will serve concurrent terms and the third member will overlap the other two members’ terms.

Selection Committee Duties and Guidelines

The committee will review all applications for Financial Hardship Assistance. Based on the information provided by the applicant and available budgeted monies, the committee may award assistance to the applicant.  The maximum monthly dollar amount which may be awarded to each applicant is less than or equal to one half of the applicants’ monthly dues.  Prior hardship assistance will have no bearing on the selection for additional assistance. Decisions by the committee are final.

Assistance Uses

All assistance monies allocated by the selection committee will be credited to the recipient’s CAT account administered by the CAT treasurer. CAT assistance funds will only and exclusively be used for the recipient’s CAT monthly dues.  These monies are not available for any other purpose such as annual Osborn or USA membership fees, CAT Den, meet entry fees, concessions/hospitality donations, CAT team travel expenses, etc. 

Budget

The Financial Hardship Assistance program will be included in the annual CAT budget.  The amount of the budget will be 1% of the previous year’s total expenditures.  Monies awarded may not exceed the budgeted amount except by board approval.  Awards will be calculated on a monthly basis by using the annual budgeted amount divided by 11 months.

Eligibility Criteria for Financial Hardship Assistance

1. Applicants must reasonably demonstrate hardship due to a change in financial status. 

2. Applicants must be a member in good standing of CAT for at least one year (this can be a combination of seasons with the team equaling 12 months). A member in good standing is one who meets the obligations of membership as laid out in the CAT bylaws and policies.

3. Applicants must request an evaluation from his/her coach(es). This evaluation of the swimmer(s) should cover, but not be limited to, sportsmanship, work ethic, discipline, goal setting, and leadership.

4. Applicants approved for Financial Hardship Assistance, who subsequently achieve financial freedoms, shall notify the CAT Business Manager so that assistance may be terminated.

Duration of Assistance

The maximum length for each assistance is the current season (short course or long course season), and assistance may only be awarded to a single family for two seasons within a two-year time period. 

Application Procedure

Application forms will be available on the CAT website and should be submitted to the CAT dues box at Osborn. Applications for assistance may be made at any time.  Those received by the 15th will be decided upon by the end of the month. Families will be notified by the committee chair of the committee’s decision, the amount of the award if applicable, and other pertinent information.
