September 2019 OSCA was changed to the Coaches Committee. All references to OSCA now pertain to the Coaches Committee.
 
The Coaches Committee is responsible for applying for USA Swimming Mentorship Grants. All funds from USA Swimming Mentorship grants shall be deposited in the Coaches Committee Fund. The Coaches Committee shall review all applications and have the final decision on which applications are successful and authorize payment for all mentorship grants.

OSCA Scholarships

 

To assist all clubs in Oregon Swimming, the Coaches Committee awards educational
scholarships on a rotating basis according to the following criterion:
A. At the annual Coaches Committee meeting, the Coaches Committee shall approve the clubs to be eligible for their scheduled $350.00 scholarship. If a club listed is not present, that team forfeits their scholarship and moves to the end of the list.
B. Scholarships are available for one year from the date of selection. Receipts are to be turned into the Coaches Committee Vice-Chair for approval for reimbursement up to $350.
C. To receive reimbursement, the Club and Coach(s) shall be a member in good standing with Oregon Swimming with no outstanding financial obligations to Oregon Swimming.
D. Scholarship funds shall be used to defray the costs of educational activities (i.e. expenses related to attend clinics) or educational materials (i.e. books or videos). Scholarship funds may not be used for equipment (kick boards, stopwatches, Vasa Trainers) or entertainment.
E. This year’s Educational Scholarship with future tentative years also listed.
F. Funds must be used within 12 months (before the next annual Coaches Committee meeting) to qualify for reimbursement

OSCA By-Laws
 
Article I membership and fees
  1. The classes of membership and qualifications are:
    1. Active - presently coaching
    2. Retired - was an active coach in Oregon for five years or more
    3. Associate - non-coaches
    4. Honorary - by vote of the organization for outstanding service, there shall be no penalty for honorary members missing the annual OSCA meeting.
  2. All members of the organization must be members of Oregon Swimming
  3. Yearly fees for membership will be $20.00.  Honorary members will have their fees waived.  Fees are to be collected with Oregon Swimming membership registration.
Article II officers
  1. The officers of the organization shall be Chair, Secretary, and Treasurer.
  2. Officers shall be elected by the members of the organization at the annual meeting of the organization.  Elections take place in even numbered years.
  3. The elected officers shall serve a term of two years or until such time as they are replaced by a vote of the organization.
  4. In the event the secretary or treasurer resign or are removed from office the chair shall appoint a replacement until the next annual meeting, where a new officer shall be elected.
  5. In the event the chair resigns or is removed from office a new chair shall be elected from nominations provided to the membership by the secretary and treasurer.  The vote shall by mail, and occur within ten days notice of the resignation or removal from office.
Article III officer duties
  1. Chair
    1. Serve on the Oregon Swimming, Inc. Board of Directors and attend required meetings.
    2. Act as liaison between USA Swimming and Oregon Swimming Coaches Association.
    3. Attend USA Swimming Annual Convention with the Oregon Delegation and report to OSCA at the annual meeting (paid for by Oregon Swimming, Inc.).
    4. Attend annual ASCA convention (at OSCA expense) and report to OSCA membership at the annual meeting.  Designate replacement if unable to attend.
    5. Coordinate and bring in speakers for the Annual OSCA clinic.
    6. Chair the annual OSCA meeting.
  2. Secretary
    1. Take minutes at OSCA meetings and distribute in a timely manner.
    2. Chair meetings in the absence of the chairperson
  3. Treasurer
    1. Collect and deposit all membership fees.
    2. Pay all bills as directed by OSCA.
    3. Present annual report on income and expense at the annual OSCA meeting.
Article IV Nomination Committee for All Coach of the Year and swimmer of the Year Awards
1. The Awards Nomination Committee shall be comprised of five members. The members shall be the OSCA president, the Senior Chair, The Age Group Chair, the past OSCA president and the past Senior Chair. The Nominations of all Coaches and Athletes shall be done by the Committee.
2. The Members of OSCA shall decide the person/persons that shall be awarded the Male Swimmer of the Year, the Female Swimmer of the Year, the Collegiate Athlete of the Year, the Senior Coach of the Year and the Age Group Coach of the Year at their annual meeting.
Article V meetings
  1. The annual meetings shall be held in connection with the fall House of Delegates meeting of Oregon Swimming, Inc. or as otherwise determined by the officers of the organization.
  2. Only active and retired members shall have the right to vote on any association matter.
  3. Special meetings of the organization may be called by the Chair.  Association members must be notified in writing of special association meetings at least ten days prior to the meeting.
  4. Club members of Oregon Swimming, Inc. not sending a coach representative to the annual OSCA meeting shall be fined $50 per occurrence.
  5. OSCA shall issue eight educational scholarships per year. ( See Scholarship Section above)
Article VI amendments
  1. Any proposed amendment to the bylaws of the organization shall be submitted in writing to all members of the organization entitled to vote thereon not less than ten days nor more than fifty days prior to the annual meeting at which the vote will be taken.
  2. The bylaws of the organization may be amended by a two-thirds majority vote of members present and entitled to vote at the annual meeting.
